Bill on Legalization in parliamentary procedure by end of October

Serbian Prime Minister Djuro Macut has stated that the Bill on Special Conditions for the Recording and Registration of Ownership Rights to Real Estate, which will be on the agenda of the Government session today, will be sent to the National Assembly for consideration immediately after adoption, the Serbian Government announced.

In an interview with Radio-Television of Serbia (RTS), Macut expressed his expectation that the proposed law would be adopted in late October or early November, and that its implementation would begin by the end of the year.

He expressed his hope that the bill would be included in the agenda of the regular autumn session that day and that it would receive broad support in the parliament.

– This is one of the historic pieces of news that fundamentally changes the perception of the state’s relationship with citizens’ property. The legalization process, which has been going on for decades, is now reaching its epilogue. This is a significant step forward that all citizens will recognize and understand. I do not expect that there will be grounds for questioning this law – the Prime Minister said.

Macut recalled that, since the 1990s, there had been a problem with registering buildings that had not been legalized, stating that attempts had been made to stop this process in 2015 and 2016, but that approximately 300,000 such cases had been resolved thus far.

According to him, more than four million buildings today have a certain degree of irregularity, which is an obstacle to their registration and legalization in terms of registering the ownership rights to these properties.

He expressed his gratitude to the Ministry of Construction, Transport and Infrastructure and Minister Aleksandra Sofronijevic for their dedicated work and commitment in the process of adopting the new law.

In cooperation with the Republic Geodetic Authority, a process has been initiated that resulted in the formation of a draft law that, in a simple way, enables the factual situation on the ground to be translated into a legal framework, the Prime Minister explained.

This way, as he pointed out, all citizens who own real estate, real estate or buildings of importance will have the opportunity to be registered.

Macut stated that the application would be electronic and that everything would be ready for the registration of the first applications by the end of the year.

Speaking about the fees, he said that they had been significantly lowered and that they would be paid in relation to the size of the facility, square footage and the zones in which the facilities were located.

Belgrade is probably the most complex area, given that there are several zones that are categorized, and accordingly the amount of the fee will vary from 100 to 1,000 euros, the Prime Minister pointed out, adding that in smaller cities and towns in the interior, the amount had been adjusted, starting from the lowest level, i.e. 100 euros.
