The system will enable external users, companies, entrepreneurs, individuals and state administration bodies to electronically submit requests, supplement requests and submit other documents. Internal users, i.e. competent authorities, will receive and process submitted requests via the portal, exchange documentation with other internal users and submit decisions in electronic form. Each decision, request or accompanying data will be recorded automatically, with a unique registration number for case identification.
The system operator will be the Customs Administration under the Ministry of Finance, while all authorities involved in issuing decisions will have to harmonize their information systems and enable connection to the central portal.
The draft also provides for the obligation to conclude special agreements between operators and internal users, as well as strict security measures, from storing data in a state data center to mandatory backups and protection against cyber threats.
Documents, requests and decisions will be stored in the system for ten years, and users will be able to pay fees and charges electronically, as well as automatically receive confirmations and notifications about the status of the case.
Penal provisions
The draft law envisages fines for internal and external users who fail to fulfill obligations related to connecting, archiving or exchanging documents through the system.
For violations by legal entities, a fine of 200,000 to 2,000,000 dinars is envisaged, while responsible persons may be fined from 50,000 to 150,000 dinars.
As stated in the explanation, the goal is to increase efficiency and transparency through the National Single Counter System, reduce business costs, and enable the smooth functioning of international trade in accordance with European and global standards.
