Building permit issued for National Stadium – Estimated value of works around EUR 460 million excluding VAT

The Ministry of Construction, Transport and Infrastructure, acting upon the agreed request of the Ministry of Finance (as the investor), has issued a building permit for the construction of the National Soccer Stadium in Surcin, with a floor structure of SB+GF+7, a height of 51.50 m and a capacity of 52,000 spectators.

The planned gross floor area is 173,281.54 m2, and the number of parking spaces in the complex is 3,323, while the number of parking spaces for electric chargers will be 145. A total of 242 parking spaces for people with disabilities, 33 parking spaces for vans, 49 parking spaces for buses, 40 parking spaces for taxis and 45 parking spaces for bicycles will also be provided.

The estimated value of the works is: 53,891,893,282.98 dinars excluding VAT, or approximately EUR 460 million, according to the decision on the construction permit.

Before the start of the works, the investor must submit a notice of commencement of works to the Ministry of Construction, Transport and Infrastructure, as well as provide expert supervision during the construction of the facility, or the execution of the works for which the construction permit has been issued.

No contribution for the development of construction land will be calculated for these works.

The decision states that the investor is obliged to merge the cadastral plots before issuing the use permit.

The connection to the public roads Nova 1 Street, Nova 2 Street and Nova 4 Street is not the subject of this permit, so the investor is obliged to submit proof that they are connected to all necessary infrastructure with the request for issuing a use permit for the objects in question. The investor is also obliged to submit, along with the request for the issuance of a usage permit for the facilities in question, proof that the missing electrical, traffic, hydrotechnical, hot water and cold water infrastructure has been built, as well as proof that the facilities in question are connected to the aforementioned infrastructure.

As reminded in the issued decision on the construction permit, the conclusion of the Government of Serbia dated November 17, 2022, established that the investor rights on behalf and for the account of the Republic of Serbia, for the execution of works on the construction of the linear infrastructure that will serve as the National Soccer Stadium in the territory of the Surcin municipality, are performed by the Ministry of Finance. It also reminds that the Decision on the construction permit of the Ministry of Construction, Transport and Infrastructure dated August 21, 2024, permits the execution of Phase 1 works, which includes the execution of preparatory works, earthworks and works on foundations (piles, foundation slab and installations under the slab - foundation grounding).
