Nis Aims to Become Serbia’s First City to Introduce Electric Scooters for Urban Mobility

The City of Nis has launched a public call for proposals to select a company specializing in electric scooter rentals. This initiative aims to introduce a new, eco-friendly mode of urban transport, enabling residents and visitors to move more efficiently and conveniently between key locations in the city center.

The Department for Communal Affairs, Inspection Services, and Municipal Police has announced the procurement of service providers as part of a pilot project titled “Enhancing Micromobility in the City of Nis.”

- Our idea is to establish designated points for electric scooters near transit hubs, allowing people to travel short distances—from point A to point B—quickly and sustainably. The public call is open to all interested companies, with the goal of selecting a vendor to participate in this pilot. The broader objective is to collect user data, including common travel routes, which will help us plan future infrastructure for bike lanes and pedestrian pathways, explained Ivan Grmusa, a member of the City Council.

The rental system will operate via a mobile application, and all scooters will be equipped with GPS trackers to monitor usage patterns and popular routes—data that will support long-term urban planning efforts.

Riding electric scooters on sidewalks is prohibited. Users will be permitted to ride on bicycle lanes, combined pedestrian-bicycle paths, or designated cycling tracks. In the absence of such infrastructure, scooters may be used on roads where the speed limit does not exceed 50 km/h.

Wearing a cycling helmet is mandatory, as is the use of a reflective vest when operating a scooter on public roads. It remains unclear whether this protective gear will also be available for rent.
