Following tender for 170 single buses, public procurement for 130 articulated vehicles also suspended

After the suspension of the tender for the purchase of 170 solo buses for the needs of the Belgrade Public Transport Company (GSP Beograd), for which the deadline for submitting bids was postponed six times, the public procurement for the purchase of 130 articulated buses for the largest city transport company will also be suspended, eKapija has learned. For this second public procurement, the deadline for submitting bids was also postponed six times.

Last weekend, four GSP unions announced that a request for the protection of bidders’ rights had been submitted to the Republic Commission for the Protection of Rights in Public Procurement Procedures due to the favoring of one company, and that therefore GSP had made the decision to suspend the tender for the purchase of 170 single gas-powered buses (CNG), the estimated value of which was 7.5 billion dinars excluding the VAT.


According to our findings, the latest request for the protection of bidders’ rights is the reason why the tender for the purchase of 130 articulated gas vehicles will also be suspended.

Since these two tenders were announced in February, they have been accompanied by numerous problems and controversial situations. First, as we wrote earlier, leasing companies did not want to participate in financing this deal due to the unstable economic and political situation in the city, but also due to the poor creditworthiness of GSP. In order to change the attitude of leasing companies, the city has decided to guarantee the current operations of GSP Belgrade with blank bills of exchange in the future during these tenders, which is made possible by amendments to the Contract on the implementation of the municipal activity of urban passenger transport that GSP has with the city.

– In the meantime, in addition to the deadlines, items in the basic advertisement have also been changed, as well as the tender documentation, which further indicated the problematic nature of these tenders.
