eKapija learns: Tenders for purchase of 300 buses for GSP Beograd extended for the sixth time

The tender for the procurement of 300 buses for GSP Beograd (130 articulated and 170 single buses) have been extended for the sixth time, eKapija has learned. This time, the tender is extended until June 9, after the company Higer asked for it in order to obtain banking guarantees.

That there is no end in sight when it comes to the public procurement procedure for the purchase of new vehicles for GSP Beograd was also clear some ten days ago when the deadline for the submission of bids was extended for the fifth time. The new deadlines for bids then were June 2 for the single buses and June 3 for the articulated vehicles.

Let us remind that, before this extension, the tenders for the procurement of a total of 300 vehicles for GSP were extended at the beginning of May, when the deadlines for these procurement procedures, opened in February, were extended until May 26. The initial deadline for their finalization had been March 25, but that not everything was right with the two tenders for the purchase of new vehicles for the needs of GSP became clear in the meantime. Therefore, the first extension for the articulated buses was March 31, and then the deadline for the submission of bids related to this public procurement procedure was extended subsequently until April 22, then May 19. When it comes to the 170 single buses, the deadline for the submission of bids was first extended from March 25 to April 17, and then subsequently also until April 22 and then May 19.

The reason for the previous deadline extensions, as we wrote previously, according to unofficial information, was that leasing houses, without which the procurement procedures cannot be implemented successfully, do not want to participate in the financing of that job due to the unstable economic and political situation in the city, but also due to the poor credit rating of GSP, its debts toward suppliers and being late with the repayment of their obligations. In order for the position of leasing houses to change, the city, in the meantime, decided to, in the future, guarantee with blank bills of exchange for the current operations of GSP Beograd, during these tenders, which is enabled by the amendments to the agreement on the realization of the municipal activity of public transport of passengers that GSP has with the city.

In the meantime, in addition to the deadlines, the items in the basic ad and the contest documentation were changed as well. For the purchase of the 130 solo buses, for example, the items Violations of Previously Signed Agreements and Untrue Data and Failure to Provide Evidence were deleted from the document Criteria for the Qualitative Selection of a Business Entity and the Guideline for Proving the Fulfillment of Those Criteria. In addition to that, in the document Agreement Model VND 10.25, in the part of Article 8 - Financial Leasing Agreement Model (Maintenance of the Subject of the Leasing), the paragraph on the beneficiary of the leasing was changed. Furthermore, the fine under the agreement, as well as the part on collecting the security funds for the fulfillment of the obligations under the contract if the seller breaks the deadline of the delivery of the subject of the leasing, were changed as well. As for the changes in the documentation for the purchase of the 170 single buses, in addition to said items, in it, the data was also changed at the time in the part which pertains to the Technical Specification, by changing the delivery deadlines by the lots.
