Tender for construction of central building at new bus station in Belgrade partially annulled

The Republic Commission for Protection of Rights in Public Procurement Procedures has partially annulled the tender for the execution of the works on the construction of the Bus Terminal in Block 42 in New Belgrade. This is Phase II of the construction of the Complex of the new bus station, that is, the construction of the central station building, and this decision was made based on the request for the protection of rights submitted by the company Strabag.

The value of the job is estimated at RSD 5.63 billion (around EUR 48.1 million).

According to the decision of the Commission, the City of Belgrade and the Belgrade Land Development Public Agency oblige to compensate Strabag for the costs of the procedure of the protection of rights in the amount of RSD 120,000.


This company, as said in the document, filed a request on December 27 in which it complains, among other things, of the actions of the procuring entity in the preparation of the tendering documentation, pointing out that “advantage is given to certain manufacturers of technical equipment and competition is being directly excluded.” Also, Strabag pointed out that the bidders had been required to have engineers with the expert Cisco certificate, and as they said, “the criterion set this way aims to additionally limit the competition and give advantage to the bidders which offer Cisco equipment.”

The submitter of the request points out in its request for the protection of rights that it has addressed the procuring entity with a request to carry out certain changes in the document “The Technical Specifications with a Price Structure Form”, when it comes to the works pertaining to the laying down of the floors, stone-cutting, dry assembling and tiling. Also, they said that the technical specifications and the project documentation are not harmonized in certain parts.

The Republic Commission deemed certain allegations by Strabag as justified and certain others as unjustified.

The procuring entity has 25 days to act in line with the decision of the Republic Commission for Protection of Rights in Public Procurement Procedures.

According to the architectural project, which, as per the order of the investor, the City of Belgrade, was prepared by the Institute of Transportation CIP, the station building is planned as a free-standing facility, with a semi-basement and three floors, including the ground floor and a loft.

The bus station facility will be located in New Belgrade, in Block 42, where, in September last year, the new bus station BAS was opened.

Kompleks autobuske stanice planiran je na ukupnoj površini od oko 9,2 ha i sadržaće 44 polazna perona, 12 dolaznih, 9 dolazno/polaznih za turističke linije, odnosno ukupno 65 perona u okviru kompleksa autobuske stanice i još oko 30 parking mesta za duže zadržavanje autobusa u neposrednoj blizini, u okviru građevinskog kompleksa dela železničke stanice.

Autobuska stanica imaće 116.879 m2 nadzemnog prostora i još 27.625 m2 u suterenu.

Javna garaža sa minimalno 200 parking mesta predviđena je sa ulazom i izlazom iz Ulice Đorđa Stanojevića.
