Montenegro introduced artificial intelligence in public services - Chatbot Maša helps in the processes of legalization and issuance of construction permits

Citizens who own illegal objects can now simply and transparently initiate the process of legalization through the legalizuj.me portal, while investors have faster access to information and procedures for issuing construction permits through the gradjevinskadozvola.me portal.

Both portals were developed by the Ministry of Spatial Planning, Urbanism and State Property, and an important novelty is the introduction of the chatbot Maša, the first AI assistant in the public services of Montenegro, which provides real-time information to citizens and investors.

The digital assistant Maša on the portals legalizuj.me and gradjevinskadozvola.me has the task to provide citizens and investors with faster, simpler and more transparent access to information about the legalization of buildings and the issuance of construction permits. These projects facilitate the work of the Ministry`s officials, but also the access to information for citizens and investors.

On the legalizuj.me portal, citizens go through the legalization process in four simple steps,
and a list of all the documents they need, as well as the deadlines that must be met, is also available to them.

The first of the four steps towards legalization is submitting a request on the form prescribed by the ministry, then an elaboration of the survey of the derived state of illegal buildings, proof of registration in the cadastre and photos of all facades of the building. All contacts about the institutions involved in the legalization process are also available on the website.

Chatbot Maša answers questions such as: "What documents are needed to legalize a house up to 500 m²?", and if someone does not get an answer, then it will be redirected to emails and other contacts, where the requested information can be obtained. The complete documentation, once collected, must be submitted in person and cannot be submitted through the legalizeuj.me website.

The gradjevinskadozvola.me portal allows investors to view the procedures for issuing building permits, deadlines and contacts of the relevant institutions, while Maša helps them easily navigate the process and find the appropriate patterns.

  • Use key terms like "cadastre", "use permit" or "deadlines".
The chatbot provides a guide through procedures, but does not replace officers or receive documentation.

Maša, namely, represents the first step towards digitalization of public services in Montenegro - provides faster and simpler access to information, relieves officials, but formal procedures still require contact with the relevant authorities.
