The Carine company continues to push the boundaries of the hotel offer on the Montenegrin coast, announcing the construction of the largest hotel in the country and region in Baošići. The new resort promises more than 800 luxuriously furnished rooms, a private beach, a rich gastronomic offer, as well as facilities for families and business guests. With 80% of the rooms overlooking the Bay of Kotor, the hotel combines natural beauty with top notch facilities, setting new standards in regional tourism.
At the same time, the company is also developing a project in Kumbor and Đenovići, a mixed-type complex that will combine hotel facilities and residential units, including the option of a time-share model. With a total area of about 75,000 m², this project is planned in three phases and promises to enrich the tourist and lifestyle offer of this location, creating a new dimension of luxury and innovative solutions in the Montenegrin hotel industry.
We talked about all of this with Vladimir Popović, the general manager of the Carine company, who presented the company`s projects, plans and investment ambitions in more detail.
The Carine company is building a complex in Baošići which, according to announcements, will be the largest hotel in Montenegro and the region. Can you tell us a little more about this project?
- Our new resort in Baošići will have over 800 modernly equipped rooms, 5 restaurants with a diverse gastronomic offer, an outdoor and an indoor swimming pool, a private beach with all facilities, as well as rich wellness and fitness facilities - a SPA center and a gym. The resort is located on the first line of the sea and 80% of the rooms will have a direct or partial view of the beautiful Boka Kotor bay.
Special attention is paid to families and the youngest, so the complex includes an indoor park and several playgrounds. The resort is also designed as a place for business gatherings - there are congress halls, business premises and a multifunctional hall with an area of 1,000 m2, as well as a garage.
How is construction going? At what stage are the works and when do you expect the hotel to be able to receive its first guests?
- The construction is progressing faster than the planned dynamics, so we expect that the hotel will receive its first guests already in June next year. The rough works were completed in a record time of only 12 months, which is an extraordinary achievement for such a demanding project. Craftsmanship works, installation of the facade and decoration of the exterior are currently underway, while the arrangement of the interior will begin at the end of this year. In June 2026, the hotel will be fully equipped and functional with all the amenities that we plan to offer.

How many jobs will be created in the new hotel? Do you expect to have trouble finding skilled workforce?
- Finding quality workforce is a challenge that is becoming more pronounced every year, but we are happy that it turned out that the employees recognized the stability and perspective of our company - the vast majority have been with us for five years or more.
In the new resort, we plan to employ around 400 workers and, as before, we are confident that we will attract the best personnel from Montenegro and the region thanks to the quality working conditions and professional opportunities we offer. We are aware that it may be necessary to hire part of the workforce from more distant markets, but we believe that our brand and reputation will be a strong magnet for talented people.
Apart from the hotel in Baošići, there is also an active project in Kumbor and Đenovići. What will be built within that complex? What content will it have?
- Currently, our focus is on completing the project in Baošići, in order to open the hotel before the high summer season. However, a project in Đenovići and Kumbor is being developed in parallel, on an area of about 75,000 m², which is planned to be built in three phases. The first phase includes a 20,000 m² plot.
It is a mixed-type business complex, which will combine hotel facilities and apartments for sale, with the possibility of a time-share model. In addition to standard hotel units, the offer will also include one-, two- and three-bedroom apartments, and the entire project will be accompanied by a wide range of commercial facilities, which will enrich the living and tourist standards of this location.

When do you expect the completion and opening of this complex?
- It is planned that the first phase of the complex will be completed and opened by the end of 2027, while the remaining two phases are planned for 2029 and 2031. The project will thus be implemented in stages, so that each stage is fully functional and ready to offer the highest level of service.
What is the value of the projects in Baošići and Kumbor? Will the new complexes be positioned as classic hotels, facilities with an "all-inclusive" offer, or are you heading towards a residential model?
- The total value of the investment in Baošići is around EUR 80 million, and approximately the same value is planned for the first phase of the complex in Đenovići and Kumbor. The resort in Baošići will be positioned as an all-inclusive destination, but with an additionally enriched and varied offer of restaurants and bars, which will make it unique in the region. On the other hand, the complex in Đenovići and Kumbor will be of mixed use - in addition to hotel facilities, it will offer residential units, including apartments and the possibility of time-share models.
What is it that will set these resorts apart from other facilities on the Montenegrin coast? Is cooperation with some of the world`s hotel brands in the pipeline?
- The resort in Baošići will stand out with its extremely rich and diverse all-inclusive offer and will meet the needs of all guests. Both projects will be implemented and managed under the Carine brand, which makes us particularly proud because in the age of globalization we manage to provide the highest level of service in an authentic way. Our reputation and guest ratings on online platforms are the best indicator that this approach is correct.
The Park and Delfin hotels in Bijela, and the Kumbor hotel in Kumbor are also successfully operating within the Carina. How satisfied are you with this year`s season and what business results do you expect by the end of the year?
- This season, the trend of growth continued compared to previous years, which gives us satisfaction and confirmation of the correctness of business decisions. Constant investments in the quality and improvement of the service give clear results - guest satisfaction has become the best recommendation for tour operators, who ask us for additional capacities every year. We expect that we will end this year with successful business results.
How would you rate the development of the hotel industry in Montenegro? Is there room for developing new hotel capacities and where do you see the greatest potential?
- Tourism has been the most important economic branch of Montenegro for a long time, but unfortunately we missed the chance to fully connect it with agriculture, which was once planned. Nevertheless, there is absolutely room for the development of hotel capacities, especially those of high categories. Globally, people are traveling more and more, and Montenegro offers a rare combination of natural beauty, national parks, historical monuments and old towns. When that offer is combined with quality accommodation and service, success is inevitable. This also opens up space for other sectors - travel agencies, local manufacturers, transporters. However, the key prerequisite for everything is quality infrastructure and a good connection with emission markets.
What are your company`s plans in the coming period? Is the development of a similar project outside the Herceg Novi Riviera announced?
