The Subotica City Administration has issued a building permit for preparatory works that precede the construction of a mega factory for the production of lithium-iron-phosphate (LFP) batteries, planned at 35 Tolminska Street in Subotica. The decision was made on January 19, 2026, as part of a unified electronic procedure, the Secretariat for Civil Engineering announced.

The project investor is the company ElevenEs d.o.o. Subotica, and the permit applies exclusively to the preparation of the terrain, while the construction of the factory and supporting facilities will require a separate building permit. The future production complex is planned on cadastral plot number 36916/1 in the cadastral municipality of Donji Grad, on land measuring 178,001 square meters, which is privately owned by the investor. The total gross developed area of the facilities will be 24,607 square meters.

The estimated value of the preparatory works is 116.55 million dinars, excluding value added tax. The works can only begin after the decision becomes final and the work application is submitted to the competent authority.

An integral part of the issued decision are the location requirements from November 2025, as well as the preparatory works project prepared in December of the same year by the North Engineering company from Subotica. The technical control of the project documentation was carried out by the company Support d.o.o. Subotica.

Let us remind that the construction of the LFP battery mega factory in Subotica, the first factory of its kind in Europe, was announced in 2023. The total planned investment, according to earlier announcements, is around one billion euros, and it is expected to create around 1,000 new jobs.

The plan is for the Subotica plant to produce 7,875 units, or 1 MW of batteries per year.

LFP (lithium iron phosphate) prismatic cells with tabs on the sides (the so-called blade type) will be produced, which do not contain nickel and cobalt, and have a wide application in stationary energy storage systems (wind, solar, etc.), as well as in electric vehicles (A, B and C segment cars, buses, trucks, work machines).

The technological process of producing LFP batteries consists of electrode production, cell assembly, cell formation and aging, and module assembly.

ElevenEs launched a pilot production phase in 2024, and director Nemanja Mikac announced that the company later intended to open three gigafactories, which would employ more than 20,000 people.

This Serbian company announced last year that it was also considering building a giga factory of advanced battery cells in Poland.
