The real estate market in Bosnia and Herzegovina entered a phase of more stable, but still upward price movement. After a period of strong growth, when prices rose by more than 30% in 2022, the market adapted to new circumstances, and today growth is more moderate and to a greater extent aligned with inflation, construction costs and the supply-demand ratio. Nevertheless, the square meter of a new building in the center of Banja Luka reaches 7,000 KM, while in the last five years the average price of new apartments in BiH has increased by about 100%.

According to Dragan Milanović, president of the Association of Real Estate Brokers of the Republic of Srpska and regional director of REMAX BiH,the current price movement does not indicate a slowdown that could lead to their decline. On the contrary, moderate growth is expected to continue, at a few percent per year, while customer opportunities will continue to be one of the key factors determining market development.

- The state of the real estate market in BiH can be said to be stable. I would not say that it is in a phase of strong growth, but moderate growth, aligned with inflationary trends, increasing input costs, labor costs and the supply-demand ratio. This means that in the last few years, the price growth was single-digit, in contrast to 2022, when prices grew by more than 30% - Milanović says.

According to him, there are no significant differences between the larger cities in BiH when it comes to general market trends. The situation is different in smaller communities, which face depopulation and weaker demand, which is why the situation in their real estate markets is less favorable.

Square in the center of Banja Luka and up to 7,000 KM

Official statistics show that the average price per square meter of an apartment in Banja Luka was 4,154 KM in the second quarter, but the prices of individual properties deviate significantly from that average. According to Milanović, it is difficult to find a new building today at a price lower than 3,500 KM per square meter, even in settlements further away from the center, while in the central city areas the prices range up to 7,000 KM.

- The statistics shows the average price of sold apartments, so the average will be lower when cheaper apartments make up a larger share of the total number of transactions. Currently, it is difficult to find a price lower than 3,500 KM per square meter in new construction, and that is in neighborhoods further from the city center. In the center, prices reach 7,000 KM, and there are also announcements that they could exceed that level by the end of the year - Milanović says.

As he explains, the formation of prices is still mostly influenced by location, quality of construction and structure of the apartment. However, the question is how far prices can go before purchasing power becomes a limiting factor.

- A few years ago we thought that no one would want to pay 5,000 KM for a square meter apartment, but today it has become common. Even at current prices, some buyers give up buying apartments and turn to houses or lots in peripheral settlements. For the amount that would be allocated for an apartment of 40 to 50 square meters in the center, they can build a house of 100 square meters, Milanović points out.

He believes that prices cannot rise indefinitely, but that the market will only establish a balance between the supply and the paying ability of buyers. When prices exceed their purchasing power, investors, he adds, will have to adjust the offer to actual demand.

Smaller apartments are still the most sought after

Despite the high prices, apartments are still sold relatively quickly, especially the smaller and medium-sized ones. According to Milanović, apartments of up to 60 square meters with two bedrooms are in particular demand, while the choice of real estate is largely adapted to the customers` living needs.

- Investors adjust the offer to the demand, so that apartments are still sold relatively quickly. Young married couples generally buy one-room apartments, and later, with the expansion of the family, they change them for larger ones. Buyers who want to live in the center or more urban areas must also look for a parking space or garage, due to the lack of parking. Those who buy an apartment as an investment for later rental generally opt for a smaller square footage - Milanović explains.

At the same time, high prices in the central areas are changing the decisions of some customers. Those who cannot find an apartment of suitable size in the more attractive parts of the city increasingly consider more distant locations or buying land and building a house.

Such a choice, according to Milanović, primarily depends on purchasing power and life needs, so we cannot talk about a unique pattern of customer behavior. While some give priority to location and proximity to city amenities, for others it is more important to get more space for the money available.

The prices of new constructions increased by about 100% in five years

In addition to demand, construction costs also had a significant impact on price growth. Milanović estimates that the prices of newly built apartments in Bosnia and Herzegovina have risen by an average of 100% in the last five years, with more expensive construction land, materials and labor putting additional burden on investments.

- In addition to demand, which represents the market factor of price increase, the increase in prices was also influenced by the input costs of construction. In recent years, the lack of labor in the construction sector has become a chronic problem in the region. On almost all construction sites today, we can see workers from Eastern countries and Asia - Milanović says.

Construction is most intensive in larger cities, where the need for new real estate is greatest. At the same time, a significant number of projects are being implemented in areas with tourism potential, including Jahorina, Bjelašnica, Trebević and Trebinje.

Such a structure of the offer shows that the development of the market does not depend only on the needs of the population, but also on the interest of buyers who see real estate as an investment, especially in destinations that attract tourists.

No signs of falling prices

When it comes to the next two to three years, Milanović does not expect any significant changes to the current trend. Based on the available data, as he states, there are no indicators that would point to a drop in prices, but no reason to expect a new strong growth like the one recorded in 2022.

- Based on the data that we know and on the basis of which we can predict trends, there is nothing to indicate that prices will fall. We don`t even see a reason for a big increase, but we expect that the trend from previous years will continue, that is, that prices will increase by several percent per year - he emphasizes.

Such expectations point to a market that could continue to grow in the future, but at a slower pace. At the same time, the relation between prices and purchasing power will be particularly important, especially in cities where the prices of new buildings have already reached levels that direct some buyers to alternative solutions.

Markets of the region function according to principle of connected vessels

Milanović assesses that the real estate markets in Bosnia and Herzegovina, Serbia, Montenegro and Croatia show similar trends, although they are also influenced by local specificities, such as tourist demand on the coast and in mountain destinations.

- Real estate markets in the region function according to the principle of connected vessels. The trends are very similar, with certain local specificities, such as the coast and mountains. The large centers and capitals of the states of the region are leading the way, and prices in them are slightly higher than in BiH, which is in line with the standard, supply and demand. Nevertheless, the trends are almost the same - Milanović concludes.
