The project covers an area of approximately 4,350 square meters, including the plaza in front of the City Administration building, the Main Post Office, and commercial buildings, as well as green spaces and a section of the area between Cara Lazara and Cara Dusana streets.
Documentation notes that the square was previously reconstructed in the 1980s, when part of the area was paved with multi-colored concrete slabs, while the central section, spanning about 120 square meters, was renovated in 2006 with the installation of a wave-shaped fountain. The current condition is deemed unsatisfactory, primarily due to damaged concrete paving slabs.
One of the more interesting guidelines for designers is that Jovan Saric Square need not retain its current regular, rectangular shape. An exception is the area adjacent to the City Administration building, which must remain suitable for ceremonial events and access by emergency vehicles.
Plans include the creation of distinct pedestrian routes and areas designated for sitting and social gatherings.
Existing green spaces are to be redesigned and interconnected, and the installation of an underground drip irrigation system is also planned. When selecting plants, designers should choose species of high biological and aesthetic value while avoiding invasive, allergenic and toxic varieties.
The project brief also calls for new street furniture. In addition to benches along pedestrian paths, the design should include planters with integrated seating alongside the existing avenue of linden trees, as well as areas designated for public use.
Public lighting will also be upgraded. Plans include replacing existing fixtures and poles with energy-efficient LED lighting, alongside decorative illumination for the Monument to Fallen Fighters of the 1991–1999 Wars and a section of the City Administration building’s façade.
Designers must also address stormwater drainage, integrate existing water supply and other infrastructure and produce a coordinated utility layout plan.
The public procurement covers the preparation of all project documentation, ranging from the preliminary design and the building permit design to the detailed construction design, along with the necessary geodetic, hydraulic, electrical and other specialized plans.
The estimated cost for the project documentation is 2,166,667 dinars, excluding VAT, and the scheduled contract completion period is 120 days. The documentation does not disclose the projected cost of the actual reconstruction or when the work might begin.
