RS Tax Administration to lease backup data center: Procurement worth nearly EUR 1 million

The Tax Administration of Republika Srpska has issued a tender for the lease of a backup data center, IT resources for a backup site, and security services required to protect the information system and ensure the functioning of e-fiscalization.

The estimated value of the procurement is BAM 1,692,000 excluding VAT, or BAM 1,979,640 including VAT.

The goal of the procurement is to ensure the continued operation of information systems should the primary location become unavailable, as well as to establish a secure system for storing data backups.

Protection of the tax system and e-fiscalization

The RS Tax Administration’s information system consists of two interconnected subsystems. The first is an integrated information system based on an SAP solution, covering data on taxpayers, tax returns, payments, and inspection activities.

The second system relates to e-fiscalization, through which the Tax Administration manages the process of issuing fiscal receipts and records all receipts in real-time by connecting to taxpayers’ fiscal devices or software.

For these systems, it is necessary to provide protective mechanisms and infrastructure that would be activated in the event of a physical or logical incident.

The backup Disaster Recovery (DR) site will serve to maintain information system operations if the primary data center becomes unavailable. The procurement covers the leasing of infrastructure resources, the establishment of a backup site, and the provision of monitoring and operational support.

The backup site is intended for data backup at a physically separate location, including system setup, monitoring, and support services.

The data center must be located in BiH

According to the technical documentation, the leased infrastructure must be housed in a dedicated facility for the storage and processing of critical data.

The data center must be located within the territory of Bosnia and Herzegovina, and the data must be stored therein. The facility must feature continuous and redundant power supply via UPS units, backup generators, and physically separate power lines.

Requirements also include redundant air conditioning systems, fire detection and suppression systems, access control, video surveillance, and round-the-clock physical and technical security.

The network infrastructure must have a core network capacity of at least 40 gigabits and support software-defined networking technology. Network components, data storage systems, and virtual machines must be redundant and remain operational in the event of individual component failure.

Infrastructure capacity regarding power supply, cooling, and equipment housing must be at least double the current requirement to accommodate future increases in data and service volumes.

Automatic data replication

The leased equipment must be physically separated from equipment allocated to other data center users. Automatic data replication to a backup site is required, as is the establishment of a plan for storing copies at a physically separate backup location.

The supplier shall be responsible for securing all system licenses required for data replication, virtual machine operations, and backup processes throughout the contract term.

Software licenses must be valid and compliant with manufacturer terms, including licenses for technologies used in virtualization, replication, and backup processes.

System setup within 40 working days

The selected bidder must set up and commission the system within a maximum of 40 working days from the contract signing.

An implementation and maintenance project plan must be prepared within seven working days. Following its approval and signing, the bidder will have 30 days to establish the backup site and bring it into production.

Data migration from the Tax Administration’s existing infrastructure must be completed within three working days of the system’s implementation. Migration will take place outside of business hours or over the weekend to prevent operational disruptions.

The Tax Administration reserves the right to inspect the proposed data center and verify its compliance with minimum technical requirements prior to selecting a bidder.

The tender is being conducted via an open procedure; the contract award criterion is the lowest price, and an e-auction is planned. The procurement is not divided into lots.
