Tender for construction of Hrgud wind farm, largest planned wind farm in Srpska, opened

Elektroprivreda Republike Srpske has announced a tender for the construction of the Hrgud wind farm in Berkovici worth BAM 187 million, which is almost 11 years since the concession for this project was granted.

The installed capacity of the power plant is 60 megawatts, and the planned annual electricity production is around 160 GWh.

The subject of the procurement is the implementation of the project according to the EPC+F model, which includes the design, construction, delivery, installation, testing and commissioning of the wind farm, as well as the construction of the infrastructure necessary for its operation.


The project includes, among other things, access and internal roads, the main platform for assembling components, crane platforms for assembly, a connecting transmission line and a substation, as well as other electrical, construction, mechanical and control infrastructure.

The deadline for applications is October 12, 2026, at 11 AM., while the deadline for obtaining the tender documentation is October 1.

Location and potential

As a reminder, the Hrgud wind farm will consist of ten wind turbines with a total installed capacity of 60 MW, with each turbine having a nominal capacity of 6 MW. The site is located 50 kilometers northwest of Trebinje and 30 kilometers southeast of Mostar.

According to previous measurements, the average wind speed exceeds eight meters per second, which is in the high cost-effectiveness class.

Project history

The Hrgud wind farm project has not exactly had a glorious history, as investors have withdrawn. The project has been mentioned in public for years as one of the most significant, but also the most uncertain, energy projects in eastern Herzegovina. In its earlier phase, it was developed with the participation of foreign, primarily German, capital, and was also presented as one of the largest planned wind farms in Republika Srpska. After the withdrawal of the German investor, the project was practically halted for several years.

Later, information appeared about the interest of new partners, including Chinese and Hungarian companies, but without concrete implementation.

Now, by announcing a tender for the design and construction, it seems that Elektroprivreda Republika Srpska has taken more concrete steps for the Hrgud wind farm.
