Petrohemija preparing for major overhaul this fall – Company sought for expert supervision of works

HIP Petrohemija has issued a call for bids for the service of expert supervision of the execution of works within the framework of the major overhaul planned for 2026 at HIP Petrohemija Pancevo and the Synthetic Rubber Factory (FSK) Elemir.

The works are planned during the downtime of the plant in the period from September 15 to October 31, 2026, at Petrohemija, while at FSK Elemir a downtime is planned from September 31 to November 15, 2026, and all work must be completed within 50 calendar days from the start.

The subject of the procurement relates to the supervision of works in the ethylene plant, HDPE and LDPE plants, energy plant and synthetic rubber plant, with the obligation to monitor all phases of the implementation of mechanical, electrical and automated works.

The technical task envisages the engagement of licensed engineers of various professions, including mechanical, electrical and automation engineers, who will perform daily professional supervision, quality control of works, monitoring of the dynamics of execution and checking compliance with technical documentation and HSE standards.

Bids are to be submitted exclusively electronically, via the SAP SRM portal, and bidders are required to be previously registered in the system. Each bidder may submit only one bid, independently or within a consortium, while participation in multiple bids or parallel participation as a subcontractor is limited by the rules of the procedure.

As part of the documentation, bidders are required to accept a confidentiality agreement, an HSE agreement and an anti-corruption agreement, while the contracting authority reserves the right to subsequently request financial and credit reports, including Dun&Bradstreet reports for foreign companies.

The bid validity period must be at least 120 days from the expiration of the bid submission deadline, while the selection will be based on the criterion of the most economically favorable bid, with a mandatory technical assessment. See more details (in Serbian) HERE.
