Card payment fees to change – Same for foreign ones as for those issued in Serbia

Until now, the law has regulated interbank fees for payments with cards issued in Serbia. The new amendment to the law, the draft of which was published by the National Bank of Serbia, introduces a fee limit for cards issued by banks abroad, in situations where payments are made with them in Serbia.

When, at the end of 2018, the Law on Interbank Fees began to be implemented, for the first time in Serbia, the maximum amount of fees was limited, which, although charged between banks, were practically “built into” the price of goods paid by all consumers. At that time, the law applied exclusively to cards issued by banks based in Serbia.


The new draft law, the public debate of which lasted until June 11, extends the fee limit to cards issued abroad, in situations where payments are made with them at points of sale in Serbia, or on local sales websites.

According to the law, the interbank fee for transactions in Serbia with a debit card cannot exceed 0.2% of the value of the transaction, nor can it exceed 0.3% for transactions with a credit card.

Now these percentages also apply to cards issued abroad: When paying with a debit card (the one with which money is immediately withdrawn from the account), the fee is 0.2 percent of the transaction amount, and 0.3% when paying with a foreign credit card.

How much is paid with foreign cards in Serbia

According to NBS data, in Serbia, during 2025, 80.5 billion dinars were withdrawn from ATMs with foreign cards (those issued by banks and other issuers abroad), through 3.3 million transactions. At points of sale, through POS terminals, in 2025, foreign cards were used to pay for goods and services worth a total of 211.26 billion dinars, through 59 million transactions.
