While some locations have already reached a more mature stage of development, new destinations are just coming to the fore and are imposing themselves as carriers of the next investment cycle. As Nemanja Kostić, Nemanja Kostić, director of Karisma Hotels & Resorts for Europe and the Middle East and one of the directors of the Porta Rai project, said in an interview for eKapija, the key question is no longer whether to invest in Montenegro, but where to identify the next great opportunity.
We talked with Kostić about the trends in the real estate market in Montenegro, the potential for its further development, as well as where new and most interesting investment opportunities are opening today.
In recent years, Montenegro has become an increasingly attractive market for real estate investments. What are the key drivers behind that trend?
- In my opinion, it is a combination of several factors that together create a very interesting investment story. First of all, Montenegro continues to offer significantly lower entry prices than many established Mediterranean markets. At the same time, we note the continuous development of the tourist infrastructure, the growth of the destination`s international recognition and the increased interest of foreign investors.
What is particularly important is that today we can already see examples of successfully implemented projects in Montenegro which through the development cycle achieved a significant increase in value in relation to the initial stages of sales. It shows investors that the market has the capacity to create additional value as projects progress and destinations mature.
We have seen similar dynamics in other Adriatic markets. Croatia, for example, during the last decade recorded a strong increase in real estate prices, especially on the coast,
with a continuous increase in interest from domestic and foreign customers. The experience of such markets shows that investors often realize the greatest value by entering in the earlier stages of the development of the destination and the project.
That is exactly why investors today are looking for markets that have not yet reached their full potential, and Montenegro is in many respects precisely at that stage of development.

- I don`t think there is one secret, but rather a combination of several very important factors.
Montenegro has what investors are looking for today: an attractive coastline, a limited offer of quality beachfront locations, growing tourist demand and a market that has not yet reached the price level we see in some more developed Mediterranean destinations.
When you look at some of the regional markets, you will see that a large part of the growth has already been realized. Montenegro is in a different position. It still has room for development, especially in locations that are just coming into the focus of international investors.
That is precisely why today more and more investors follow not only Budva and Boka, but also new development areas such as Velika plaža.

Now, it is already quite certain that Montenegro will be the next member of the European Union. How does that process affect the real estate market and the expected movement of their values?
- It is important to emphasize that the real estate market never depends on one factor only.
However, historical data from several European countries show that investors often increase their interest in markets undergoing European integration processes.
This does not mean that membership automatically leads to an increase in real estate prices, but it contributes to greater international visibility, greater investor confidence and long-term market development expectations.
When we analyze the experiences of other countries, we see that investors are generally not waiting for formal entry into the European Union. They start to monitor the markets much earlier and make investment decisions right then.
This is why Montenegro is on the radar of a large number of regional and international investors today.

- Capital always seeks stability, predictability and long-term potential.
I don`t think that Montenegro will replace Dubai, nor that those markets are directly comparable, but we certainly see investors diversifying their investments more and more.
European markets, especially those in development, become interesting precisely because they offer a combination of safety, regulatory framework and growth potential.
In this context, Montenegro has the opportunity to attract part of the capital that is currently looking for alternative destinations within Europe.
Of course, for that, it is necessary to continue with the development of infrastructure, investment environment and quality projects.
What are the most common reasons why investors choose Montenegro as a destination for investing in real estate?
- Most often, it is a combination of several factors that are carefully analyzed by investors today.
First of all, investors are attracted by the opportunity to enter a market that has not yet reached its full potential. Historically speaking, the biggest opportunities are often recognized in the phase when the market is just coming into the focus of the wider investment public, and Montenegro is in such a position today.
Another important factor is the stability and long-term perspective of the market. Montenegro is a politically and economically stable country, with a clear European perspective and the process of accession to the European Union, which further increases the interest of international investors. Such an environment provides investors with an extra level of security when making long-term decisions.
The third reason is potential for further development. Investors look not only at the current value of the property, but also at the development of the destination, infrastructure, tourist offer and overall demand that can be expected in the future.
That is why today we increasingly see investors who view real estate in Montenegro not only as a place for vacation or rental, but as part of their long-term investment strategy.

The Porta Rai project, which you are developing on Velika Beach, is increasingly attracting the attention of the investment public. How does this project fit into the wider strategy of positioning Montenegro as an attractive destination for real estate investment? Also, what key benefits and potential returns can investors expect from this project?
- Porta Rai is a good example of the direction in which the contemporary real estate market is developing in Montenegro.
The project is located on Velika Plaža, one of the largest and most promising development zones on the Adriatic, and combines private ownership with professional hotel management by Karisma Hotels & Resorts.
What investors particularly recognize is the combination of a location directly by the sea, a competitive entry price and a concept that allows owners that they do not have daily operational responsibilities regarding real estate management.
When we are talking about investment potential, it is important to look at the broader picture of market development. In recent years, Montenegro has recorded a continuous growth of interest from investors, development of tourist infrastructure and growth of real estate values in the most attractive locations. At the same time, the country is advancing towards membership in the European Union, which further increases the interest of international investors and strengthens the attractiveness of the market in the long term.
It is particularly significant that Velika plaža is currently in the development phase through which some of the most successful Mediterranean destinations passed. That is exactly why investors do not only look at the current value of the property, but also the development potential of the site itself in the coming years.

- Work on the project is progressing according to the planned dynamics.
In the previous period, the key preparatory activities were completed, and we are currently in the phase of intensive implementation of the first phase of the project.
We are particularly pleased with the great interest we see among buyers and investors from the region and the diaspora.
In the following period, the focus remains on the realization of planned construction activities, improvement of sales processes and further positioning of Velika plaža as one of the most interesting new destinations on the Adriatic.

Experts from the real estate world often point out that right now is the right time to invest in this sector. If you had to single out one key message for potential investors who are considering entering the Montenegrin market, what would it be? Why should they act now and not wait?
If I had to single out one message, I would say the following:
The greatest investment value usually occurs when you recognize the long-term trend on time. Montenegro is not an unknown destination anymore. On the contrary, the last ten years have seen a continuous increase in the interest of investors, the development of tourist infrastructure and the increase in the value of real estate in the most attractive locations.
What is particularly important is that the demand does not come only from the region. Today, on the Montenegrin market, we see buyers and investors from all over Europe, the Middle East, North America and the diaspora, which further confirms the destination`s international appeal.
I don`t think that investors should make decisions hastily, but I believe that right now is the right moment for them to look closely at the opportunities that Montenegro offers.
The question is no longer whether Montenegro is an investment destination - it is a market that has already proven its attractiveness.
The real question is which locations and projects today represent the next phase of its development.
