Ministry of Finance to launch public debate: New draft law on excise duties with implementation from date of Serbia’s EU accession proposed

The Ministry of Finance of the Republic of Serbia is officially launching a public debate on the Draft Law on Excise Duties with Implementation from the Date of Serbia’s EU Accession. This legislative proposal represents a key step in harmonizing the domestic tax and excise system with strict EU regulations and directives, and will only be implemented from the moment Serbia becomes a full member of the community.


The public debate on this strategic document will last from June 1 to 21, 2026, and the authorities invite the professional public, businesspeople and citizens to actively participate in defining the final text of the law.

All comments, proposals and suggestions on the proposed text of the law can be submitted to the Ministry of Finance in three ways:

  • Electronically: Via the state portal “e-Konsultacije” at the official address ekonsultacije.gov.rs.
  • By e-mail: By sending to the e-mail address fiskalni.sektor@mfin.gov.rs, with the obligatory indication: “For public discussion on the Draft Law on Excise Duties with application from accession to the European Union.”
  • In writing: By sending mail to the address Ministry of Finance, 20 Kneza Milosa Street, 11000 Belgrade, with the same indication on the envelope.

The Ministry of Finance announces that during this process an open presentation of the Draft Law itself will be organized, as well as a direct public discussion. The exact dates, time and location of these meetings will be subsequently published on the website of the Ministry of Finance (www.mfin.gov.rs) and on the “e-Konsultacije” Portal.
