Works on Patrijarha Pavla Boulevard require new technical solutions and additional supervision

The Belgrade Land Development Public Agency has announced a tender for the service of design supervision over the execution of works on the completion of the construction of Patrijarha Pavla Boulevard - first stage. The estimated value of the procurement is 22.8 million dinars.

As stated in the technical specification, the selected service provider will be responsible for design supervision during the execution of the works, until the facility is handed over for use and the end of the warranty period.

The work includes the control of the technical solutions of the project, the approval of possible changes and deviations during the execution of the works, as well as the preparation of amendments to the project documentation if unforeseen situations arise during the construction or the need for additional work.

Design supervision also includes the selection of materials, equipment, coverings, paving and colors in accordance with regulations, as well as regular visits to the construction site at least once a week and upon invitation by professional supervision or the investor.

The bidder is expected to provide a professional team of engineers, coordination with the investor and the contractor, as well as to monitor whether the works are being carried out in accordance with the project and the building permit.

In the event of deviations from the project documentation, the design supervisor is obliged to immediately notify the investor, the professional supervisor and the contractor, as well as to propose appropriate technical solutions and measures.

It is also envisaged to compile monthly reports on the progress of the works, while a final design supervision report will be prepared upon completion of the project.

The tender also envisages the active participation of the design supervision in resolving problems that have been observed during the project implementation so far, which, according to the documentation, prevent the execution of works according to the existing project.

Among the most important shortcomings, it is stated that the Project for execution does not contain geodetic marking and geodetic observation projects, which makes it impossible to carry out geodetic works with the required precision or ensure quality control in accordance with standards. Problems were also noted in the tram underpass construction project, including the layout of the facility, pile and structure reinforcement plans, transition slabs and expansion joints.

The occurrence of seepage water was registered on the entire section of the road, while the project did not foresee adequate solutions to existing culverts, drainage and excess surface water. Additionally, during the execution of the works, the need to demolish the retaining wall was determined in order to expand the existing bridge ramp, although these works were not included in the technical documentation.

The documentation also states that the greening project does not contain the necessary documentation for works in a protected area or measures to protect existing vegetation. During the works, a water pipe with a diameter of F1500 was discovered on the route of the newly designed road, which is why the level was corrected in order to provide a protective layer above the pipe.

On some parts of the route, it is not possible to construct a retaining wall due to existing installations, while on the part of the tram turntable a large inflow of seepage water was noted, due to which the subgrade does not have the required technical characteristics. A special problem is the already constructed DN800 water pipe located directly below the foundation of the retaining wall, which requires a change to the retaining wall design.
