Minister: Contract for gas power plant near Nis to be signed soon, plan for completion within the next four years

A contract for the construction of a gas power plant near Nis between the Azerbaijani company SOCAR, on one side, and Srbijagas and Elektropirivreda Srbije (EPS), on the other, should be signed soon, stated Mining and Energy Minister Dubravka Djedovic Handanovic. She indicated that everything is being done to ensure the gas power plant is completed within the next four years.

The Minister recalled that an agreement between Serbia and Azerbaijan has been signed, ratified by the National Assembly of Serbia, and that the next steps are now being taken.

"The next step is, first and foremost, to finalize the construction contract between the companies that will build it. We have held intensive talks over the past month between the companies. I was in Baku, and we agreed on almost everything," she emphasized in an interview for TV Prva.

Speaking about NIS, the Minister of Mining and Energy stressed that she expects, as soon as possible, a new proposal from MOL regarding the Petroleum Industry of Serbia (NIS), noting that this could come as early as today or tomorrow, so that negotiations can be concluded by May 22 — the deadline set by the American administration.

As she recalled, Serbia is not satisfied with the details regarding the future operations of the Refinery, market coverage in Serbia at both the wholesale and retail levels, as well as the financial obligations NIS has committed to fulfilling.

As she told TV Prva, if MOL is not satisfied with that, it must offer something in return.

"It is not a question of whether the Refinery will operate or not, it must operate. The question is to what extent, at what capacity, how we will oversee it, what happens if that is not achieved, and how Serbia then defends its position, because the Refinery has an impact on security of supply, on gross domestic product, on employment, and on industrial growth. The Refinery, for us, beyond being critical energy infrastructure, is something we absolutely need in crisis situations," said Djedovic Handanovic.

She added that the state wants to be absolutely certain that MOL will not be guided solely by its private interests, primarily profit-making. As she stated, Serbia will not accept a compromise in the negotiations over the future of NIS at any cost if it would be detrimental to state interests. Asked about the chances of reaching a compromise, she indicated that this does not depend on us and that it is primarily conditioned by the relations between America and Russia, adding that "we have a plan B and a plan C." She also emphasized that Serbia is trying to improve the position it inherited following the sale of NIS in 2008 to the Russian company Gazpromneft.
