Methodology for calculating electricity prices to change – New costs and special rules for power plants

The Council of the Energy Agency of the Republic of Serbia has adopted amendments to the Methodology for determining the price of electricity for guaranteed supply, which introduce new costs into the calculation and more precisely define the position of power plants as customers.

The decision, published in the Official Gazette, brings several important innovations concerning both energy companies and the method of forming the regulated price of electricity.

One of the key changes relates to operating costs - a new item has been introduced into the methodology that recognizes the costs of leasing assets with the right of use longer than one year. This practically means that this type of financial obligation will also be taken into account in the future when forming the price of electricity.

At the same time, the formulation “objective criteria” has been removed from the methodology when it comes to the distribution of common costs, and instead it refers to a special decision of the Agency that regulates accounting records and the separation of accounts by activity.

Another significant innovation is the introduction of a new group of customers - Power Plants. Within the medium and low voltage consumption categories, power plants are now treated separately as energy entities that produce electricity, which has not been explicitly defined in this way until now.

The amendments also introduce detailed billing rules for this group of customers. Depending on the type of power plant, the method of connection and participation in voltage and reactive power regulation, billing will be carried out according to different tariffs – from basic (active energy and place of delivery) to more complex models that include reactive energy and power. It is particularly emphasized that in certain cases the entire measured reactive energy will be billed, which may affect the costs of individual producers.

This decision enters into force on the eighth day after its publication.
