EU seeking supervision for Belgrade-Nis railroad modernization: Tender in mid-May

A tender is being prepared for the Belgrade-Nis railroad modernization project to select an engineer who will supervise the execution of works under the “design and build” model.

According to the notice published on the European Public Procurement Portal, the contracting authority is the Serbian Railways Infrastructure company, with the support of the Delegation of the European Union to Serbia, and the procedure is being financed by a loan from the European Investment Bank, with a grant from the European Commission and possible participation from the European Bank for Reconstruction and Development.


The tender for supervision services is expected in mid-May.

The supervision services will cover the entire rail corridor, approximately 230 kilometers long, divided into several sections: Resnik-Velika Plana, Velika Plana-Paracin and Paracin-Trupale, with the associated sub-sections and infrastructure.

The project envisages the construction of a second track and the modernization of the existing railroad for speeds up to 200 kilometers per hour, including the reconstruction of the track, facilities and stations, electrification, as well as the adaptation of the signaling and safety systems. A separate contract will be announced for signaling and telecommunications.

The selected engineer will have the role of FIDIC engineer (Yellow Book), supervising the execution of the works in accordance with domestic legislation and European standards. Their tasks will include the control of project documentation, compliance with the technical specifications for interoperability (TSI), as well as monitoring quality, safety and environmental standards during the project implementation.

The work also envisages the implementation of testing, commissioning and certification of the system, with the ultimate goal of delivering fully functional and sustainable railroad infrastructure.

As stated, contracts for individual lots have already been signed, while the remaining works will be subject to subsequent tenders.

Interested companies can express interest in participating in market consultations within 21 days of the announcement, and a workshop will possibly be organized during the spring of 2026.
