Company owned by Strela from Obrenovac seeking green permit for construction of mega-complex near Block 71 along Sava Wharf – Plan includes 488 apartments, 48 shops, 740 parking spaces and kindergarten

This project, for which a Request for a Decision on the Need for an Environmental Impact Assessment has been submitted to the relevant ministry, includes a plot of land measuring 21,725 square meters, on which the construction of a building with a floor structure of B2+B1+GF+6+L, with a total gross area of approximately 79,200 square meters is planned. Of this, more than 51,900 square meters will be above ground, while approximately 27,200 square meters are planned for underground facilities, including a garage.
The complex will have 488 apartments of various structures – from one to four rooms – as well as 48 shops on the ground floor, intended for commercial activities. A separate segment of the project is the annex of the preschool institution, with a capacity of 76 children, which will operate within the “11. april” Preschool Institution system.
Parking is planned in a two-story underground garage with a total of 740 parking spaces, including spaces for people with disabilities. The spatial development also envisages the creation of an internal courtyard with green areas on a flat roof, on a slab above the underground garage. The courtyard will occupy more than 7,600 square meters, and will also have facilities for relaxation and children to play.
The project location is situated in the immediate vicinity of the Sava Wharf, about 70 meters away, while the nearest residential area, Block 71, is about 60 meters away. In the wider environment, as stated in the document, sports facilities and green areas are planned.
The location is also included in the Detailed Regulation Plan for the construction of a heating pipeline from the Nikola Tesla Thermal Power Plant in Obrenovac to the New Belgrade Thermal Power Plant (a long-distance heating pipeline planned for heating New Belgrade with hot water from the Obrenovac thermal power plant).
However, the project requires special attention because the location is situated in the narrow protection zone of the Belgrade water supply source. According to the available documentation, the area is assessed as medium to moderately vulnerable when it comes to groundwater, which is why it is treated as environmentally sensitive.
Therefore, through the request for a decision on the need for an environmental impact assessment, it was emphasized that during construction and operation, strict implementation of all protection measures will be necessary in order to prevent soil and groundwater pollution.
According to the request, with the implementation of the planned technical and organizational solutions, the project should not cause significant negative impacts on the environment, provided that all prescribed protection measures and monitoring are consistently implemented.
The holder of the documentation for the green permit is the company ECOlogica URBO DOO from Kragujevac, while the location requirements and requirements of the competent institutions have already been obtained for the project.
The company NBGEXPO, founded in 2025 (manager Miroslav Nikolic), according to SBRA data, is majority owned by the company Srboexport for production, trade and services (60%), while the remaining package of 40% is owned by Tanja Radunovic. The owner of Srboexport is Miroslav Nikolic, who is also the owner of Strela from Obrenovac.
It is interesting that the urban design project for the construction of, apparently, this same complex, at the same location, was publicly presented a year ago.

The project was developed by Projektbiro Arhitektura Dizajn doo from Belgrade, for the needs of the investor Cubicom doo, also from Belgrade.
The document stated that, in a part of Dr. Ivana Ribara Street, not far from the Sava River, on a plot of land measuring 21,724 m2, eight lamellas with 532 apartments, two underground floors, a ground floor, six floors and one raised floor would be built, while the ground floor would house 21 shops and an annex of the “11. april” Preschool Institution.
The media reported at the time that plots 7035 and 7036 in New Belgrade, where the complex was planned (and which have now been merged into plot 7078), were created by merging plots owned by the company NBGEXPO.
A year earlier, the City of Belgrade announced a public presentation of the project according to which, on the location right next to this one, the company NBGEXPO planned to build a Center for the Development of Artificial Intelligence on 13,000 m2, with spaces for advanced research in virtual reality, as well as 36 apartments.
Let us remind that, in March this year, a detailed regulation plan for a part of the area between the Glogonjski rit Road and the Zrenjanin Road, on the territory of the Palilula city municipality, was put up for early public inspection, where investors ASP Strela Obrenovac and Interfast plan to build a traffic and commercial complex, including a bus parking lot, on an area of approximately 72 hectares.
