Huge complex of Ministry of Internal Affairs to be built in New Belgrade – Administrative and operational center planned

The draft proposes changing the purpose of the area for the facilities from the purpose of a higher education institution to the purpose of a special-purpose complex.
The goal, as stated in the document, is to establish an administrative and operational center of the Ministry of Internal Affairs at this location with accompanying facilities in accordance with the development programs of the ministry. The expected effects of the planning are, as emphasized, the realization of the planned specialized center - a special purpose complex, as an institution of exceptional importance for the Republic of Serbia and the completion of the spatial-functional entity of public purposes in Block 39.
The plan boundary includes the area defined by the internal regulation of the roads: Omladinskih brigade Street, Milutina Milankovica Boulevard, Umetnosti Boulevard and Arsenija Carnojevica Boulevard. The area covered by the plan is approximately 14.95 ha.
As can be seen, the planned gross construction area for the Faculty of Dramatic Arts is approximately 25,000 square meters, while the new administrative center of the police is planned for 180,000 square meters. When it comes to the number of users, the FDU is planned to have capacities for approximately 720 users, and the MUP complex for 4,600.
The document also states that a helicopter landing site is planned within the future MUP center, more precisely within plot J11-1, a helipad for optional landing in special-purpose flights is planned.
The area in Block 39, in addition to the above, will also be under protection, which includes a fence around plot J11. This fence will consist of two parts - an element in the form of a bench that will be placed on the regulation line, while the second part is a metal fence about two meters high that is pulled five meters, and if necessary, higher in relation to the regulation line. There will also be a fence around the FDU, with a maximum height of 1.8 meters, of which the brick part would be 0.8 meters and the rest transparent, with a possible combination with a hedge.
As for the FDU, the plan is to expand the space of the Center for the Application of Technical Innovations in Art, a multifunctional (universal) hall with an area of about 2,500 square meters.
The document will be available for public inspection until February 4, 2026, every working day from 9 a.m. to 6 p.m. in the Belgrade City Administration building in 27. marta Street and on the Belgrade City Portal.

Let us remind that the study that the Secretariat for Urban Planning and Construction Affairs of the Belgrade City Administration sent for early public inspection in 2020 on the occasion of the development of the Detailed Regulation Plan (DRP) for Block 39 already planned a new building for the Ministry of Internal Affairs in that area. The aim of the development of that plan was to define a complex for the construction of the administrative and operational center of the Ministry of Internal Affairs with accompanying facilities, as well as to enable further development of the FDU complex on the existing location. At that time, the plan’s boundary included an area of approximately 11.7 ha.
That plan envisaged, within the complex of the Ministry of Internal Affairs center, underground floors of the building and a shelter with a capacity of approximately 300 people, as well as technical and auxiliary rooms.
Incidentally, in this part of Block 39, a project to build a Science Promotion Center was announced back in 2010.
