One step closer to region’s potentially largest gold source: Spatial plan for Coka Rakita ore deposit near Zagubica being prepared

The spatial plan will cover parts of the territory of the Zagubica municipality (part of the Laznica-Seliste administrative division and part of the Zagubica administrative division) with a total area of 8,670 ha. The production complex of the future ore deposit (around 280 ha) is located within the Planning Area, or the Coka Rakita exploration area (1,393 ha) in the Laznica-Seliste administrative division, part of the Lipa River basin, a tributary of the Veliki Pek River. The zone of potential impacts of mining activities includes parts of the Laznica-Seliste administrative division, the Zagubica administrative division and the Jasikovo administrative division (Majdanpek municipality). The closest settlements to the mining complex are Laznica, Jasikovo and Zagubica (around 10 km). Since these settlements will not be directly threatened by the future mine, they are not included in the Planning Area, as emphasized in the documentation.
This SPSPA, as it is emphasized, is being prepared in accordance with the exploration law, the results of previous exploration works and the assessment of possible conditions for the exploitation of the deposit. The ore deposit of the future Coka Rakita mine is located in the area of the Crni Vrh mountain, about 20 km from Bor. It is planned that the ore deposit will be exploited by a pit route with the filling of the underground spaces where the exploitation of the ore has been completed with a special “paste.”
- The processing of sulfide ore will be carried out using the classical method via flotation. The processing of the ore includes crushing, grinding, flotation, filtering and other processes to obtain gold ore concentrate as the final product of the mine. According to current forecasts, the mine will be active for ten years. Two years are planned for the preparation, or rather, for the development of the mine, and the exploitation of the deposit will last about eight years. After that, the mine closure and reclamation of the area affected by mining activities will take two years, with monitoring of the environmental condition during the exploitation period and after the mine closure - the document specifies.
The mining and geological research carried out in the previous period, as well as work on preliminary study documentation, as specified in the document, indicate the potential of the Coka Rakita ore deposit and the possible profitability of opening a mine. The Coka Rakita exploration field is part of the Timok Magmatic Complex (TMC) in eastern Serbia. The mineralization is located at a depth of between 250 m and 560 m below the surface of the terrain. The maximum length of the mineralization along the drop is about 340 m. The deposit will be accessed via two low-cuts from the surface of the terrain. The predominant exploitation method that will be used is the open-pit method using deep mine boreholes. The flotation plant is planned to be built about 1 km north of the top of Coka Rakita.
The main objective of the development of the SPSPA is, as emphasized, “to ensure conditions for the overall sustainable spatial development of the covered area, rational exploitation of deposits and processing of mineral raw materials, as well as for neutralizing the negative spatial, environmental and socio-economic consequences of the exploitation and processing of mineral raw materials.”
The decision to develop this SPSPA was published in the Official Gazette of the Republic of Serbia, No. 101/25.
The Early Public Review is held from today until December 23, 2025, on the websites of the Spatial Planning Agency (http://www.appurs.gov.rs) and the local government units within the scope of the planning document, namely the Zagubica Municipal Assembly.
The drafting authority is the Spatial Planning Agency, the developer is the Institute of Architecture and Urban Planning of Serbia, and the client is DPM Crni vrh doo.
Legal entities and individuals can submit written comments and suggestions to the Spatial Planning Agency, 10a Kralja Milutina Street, 11000 Belgrade, during the early public review period, ending on December 23, 2025.
As eKapija recently reported, the Coka Rakita gold project in the Crni Vrh area near Zagubica is entering its final phase of development, and a new feasibility study by DPM Metals (formerly Dundee Precious Metals) shows that this deposit could become one of the most profitable in the region. Just a year ago, in a pre-feasibility study from December 2024, the net present value (NPV) of the project was estimated at around USD 735 million, while now the feasibility study shows a value of USD 782 million, with an average gold price of USD 1,900 per ounce (approximately USD 59.1 million per ton of gold).
The latest study includes estimates that the mine will produce about 41 tons of gold over its projected 10-year life, up from a previous preliminary estimate of about 37 tons. Average annual production is projected to be about 4.6 tons of gold, including approximately 5.9 tons per year during the first five years.
