Plan being developed for new business zone in southern Serbia – Space for industry, solar power plant, but also housing, on 28 ha between Leskovac and Vlasotince

The Municipality of Vlasotince has made available for public inspection the Draft Detailed Regulation Plan for the construction of the Batulovce I business zone. The investor for the plan is the Municipality of Vlasotince, and the plan was prepared by Infoplan d.o.o. Aranđelovac.

The area covered by the plan is located in the cadastral municipality of Batulovac, along the state road I-B number 39. The location extends approximately 2.5 km from Vlasotince and 3.8 km from the Leskovac - South toll station on the E75 highway, which makes it extremely favorable for the development of business capacities.

The plan covers an area of 28.51 hectares, which is located outside the construction area of the Batulovce settlement. Of this, 4.19 ha are public areas (state road, roads and substation), while 24.02 ha include other uses - business and services, primary agricultural production, solar power plant and low-density housing.


The planned work-business zone is intended for economic activities that, due to characteristics such as noise, gas emissions and increased traffic, cannot be located in residential areas.

In this area, it will be possible to build production and service facilities, warehouses, storage facilities, fuel stations, car washes, workshops, as well as administrative and business buildings, with the obligation to comply with environmental protection measures.

The plan envisages a division into three zones:

  • Zone I - production and business, with the possibility of building larger commercial complexes;
  • Zone II - primary agricultural production, in which glass and plastic greenhouses and warehouses are envisaged;
  • Zone III - expansion of the low-density housing zone in the northwestern part, with the construction of a solar power plant.

A total of 14.62 ha will be allocated to business and services, 3.30 ha to primary agriculture, and 1.61 ha to low-density housing.

The planned development, as stated, aims to create a functional and infrastructurally equipped business zone, which will enable the development of the local economy and the creation of new jobs, while preserving the spatial and ecological balance in the wider Vlasotince area.

The public review lasts until November 27.
