EUR 1.5 billion for green transition in Western Balkans by 2030

Germany, in cooperation with GIZ, plans to invest around one and a half billion euros by 2030 to support the “green” transition in the countries of the Western Balkans.

Therefore, the countries of that part of the Balkans need a plan that will support the development of human capacities and the modernization of education for the needs of the green economy and renewable energy sources. For the European green response, the priority is to harmonize a regional Action Plan that will contribute to strengthening green infrastructure, it was announced, among other things, at a meeting held in Skopje in early July, organized by the Education Reform Initiative for South East Europe (ERI SEE) and the German Development Cooperation (GIZ).

Presenting the Regional Climate Partnership between Germany and the Western Balkans, Ilgin Warneke from GIZ emphasized that the emphasis would be on capacity development, education and investment in the advancement of skills.

The “secret weapon” for the European green response is education, said Alexandar Muresan, director of Renergia from Romania and lecturer at the Technical University of Cluj. That is why he says that the most important thing is to invest, but proportionally, in education and human resources, as well as in green infrastructure.


External expert Aleksandar Macura presented the draft of the Regional Action Plan for Education and Training in the Renewable Energy Sector. The document is based on an analysis of regional policies and the results of a survey conducted among teachers in the Western Balkan countries, with the aim of identifying needs in the field of sustainable development and RES education. In the workshop he moderated, Macura discussed the draft with the participants and developed concrete proposals for its improvement. As concluded at the meeting, which was implemented within the framework of the RESET project, the final version of the Action Plan will be published on the official ERI SEE/RESET website.
