Designers of highway through South Banat selected – From Pancevo to Romanian border 65 km in four lanes

The PE Roads of Serbia has entrusted the preparation of the preliminary project with the Feasibility Study of highway E-70, section Pancevo-Vrsac-Romanian border, to Institut za puteve ad Beograd and Gradjevinski institut Centralna putna laboratorija DOO Veternik. The contract is worth RSD 595 million (around EUR 5 million) without the VAT, and the selected companies will be given one year to prepare the documentation.

This tender was opened in October last year, and its value was estimated at RSD 600 million without the VAT. This was the second time that this tender was opened, because it was first opened at the end of 2023, but was stopped five days later. As said at the time in the explanation of the decision of the Roads of Serbia of November 20, 2023, “the need has stopped” for that public procurement procedure and it would not be repeated in the same budget year, that is, in the next six months. At the time, the value of the job was estimated at RSD 180 million.

According to the tendering documentation, within the program for the improvement of the traffic infrastructure, Serbia launched the initiative for the preparation of the preliminary project of the highway E-70, section Pancevo-Vrsac-Romanian border. This project aims to improve the traffic connection and create better conditions for the transport of people and goods between Serbia and the neighboring countries.

The proposed road route Belgrade-Pancevo-Vrsac-Vatin connects the European corridors IV and X, whereby, it is added, the international transport network is strengthened.

The length of the planned route from Pancevo to the border with Romania is around 65 km. The highway through South Banat will have 4 lanes of 3.75 meters each, shoulders of 2.5 m each, pullouts of a total of 3 m and a median strip of 3 m, as well as grass verges of 1.5 meters each. The estimated speed, on the section which goes through the plain, is 130 km/h.

The spatial plan of the special-purpose area of this section shows the route of this future shortest connection with Romania which has been announced for more than 15 years now.

The area covered by the border of the spatial plan encompasses all the cadastral municipalities in several units of the local self-government. Within the city of Pancevo, these are the cadastral municipalities Pancevo and Banatsko Novo Selo. The municipality of Kovin includes the cadastral municipality Mramorak, whereas the municipality of Alibunar encompasses Vladimirovac, Alibunar, Banatski Karlovac and Lokve. In the municipality of Plandiste, the cadastral municipalities Barice, Plandiste and Margita are encompassed, whereas the city of Vrsac encompasses the cadastral municipalities Vrsac, Vatin and Mali Zam.

Let us remind that the Assembly of the Autonomous Province of Vojvodina adopted the Decision on the preparation of the spatial plan of the special-purpose area of the infrastructure corridor of the highway E-70, section Pancevo-Vrsac-border crossing with Romania (Vatin) in April 2023.


When the PE Roads of Serbia opened the tender for the preparation of the Prefeasibility Study with the General Project of the E70 highway Pancevo-Vrsac-Romanian border in September 2021, it was said that the future route of the highway was the continuation of the future bypass route around Belgrade (Dobanovci-Ostruznica-Bubanj Potok-Vinca-Pancevo) and that it would be the shortest road connection of Romania, through Serbia and Montenegro, with Corridor X and south Italy and Albania, that is, with the Mediterranean basin.

The agreement on the construction of the Belgrade-Timisoara highway was signed in mid-2022 in Timisoara by the then minister of construction, transport and infrastructure of Serbia, Tomislav Momirovic, and the minister of transport and infrastructure of Romania, Sorin Mihai Grindeanu.
