First agri-solar project in Balkans to be located in Serbia – Agricultural fields in Kula to produce electricity on over 700 ha

In the territory of the municipality of Kula, the plan is to build an agri-solar power plant of around 800 MW. As can be seen from the detailed regulation plan which the municipality of Kula has put up for public inspection, the company Agrosolar doo Beograd plans to build the project on over 700 ha.

The borders of the Plan encompass a part of the territory of the administrative are of the municipality of Kula within which the development of an agri-solar project with side features in two units, with a total area of 714 ha, is planned.

The total power of the solar power plant is around 800 MW, and the individual power of the solar panels will be defined during the technical development of the project in line with the phases and dynamics of the realization, as well as the technical characteristics of the individual types of solar panels which will be built within all or individual solar fields.

Said power, according to the document, is not an urban planning parameter, and as such, is not a binding parameter that has to be complied with in the further implementation of the Plan and the development of the technical documentation. Considering the constant development of the technology and the potential increase of the power of individual panels, said power is not a limiting factor for the implementation of the plan in phases or as a whole.

The land which is the subject of the analysis is predominantly privately-owned agricultural land, which is, for the most part, arable – 2nd and 3rd class farms, with a network of uncategorized roads, which, according to the current situation, enable access for agricultural mechanization.

The space planned for agriculture is split into several categories:

– Areas for the production of electrical energy – unobstructed functioning of the solar power plant and agrarian activities – solar power plant (SE) zone; areas for the production of electrical energy – unobstructed functioning of the solar power plant; and agrarian activities within zone III of sanitary protection of the water intake “STOLC” – Subzone SE 1.

– Land for unobstructed agricultural activity in the zone of the direct impact of the solar power plant – zone P

– Agricultural land – zone PZ (areas on which the rules from PPO Kula apply)

– Traffic areas within other land – zone SPO

– Area for infrastructural facilities in the function of the agri-solar project – zone EE.

Within the zone EE, the plan is to build a high-voltage substation in the function of a solar power plant, a substation Y/0.4 kV for the facility’s own consumption and equipment within the solar power plant.

The plan is prepared by the company Projektura from Belgrade, and the public inspection lasts until January 5.

The company Agrosolar is jointly owned by the companies Kula Solar and MK Green Energy Limited.

MK announced earlier that, having successfully positioned itself in the production of electricity from wind energy, together with the company Fintel Energija, they had launched the joint project Agrosolar Kula, an investment worth EUR 340 million. Agrosolar Kula is the first agri-solar project in the Balkans and currently the biggest one in Europe.

The construction, as they announced, is planned to be completed by the end of 2026.
