Program of Development of Public Procurement Procedures for 2024-2028 adopted

The Government of Serbia has adopted the Program of Development of Public Procurement Procedures in the Republic of Serbia for 2024-2028, whose vision is a transparent and efficient system of public procurement procedures which enables a high level of competition. The program is building on the results achieved from 2019-2023.

The desired change that should be achieved from 2024-2028 is a further upgrade of the mutually connected special goals of the Program, which will consequently contribute to the overall progress in this field, it is said in the program.

The general goal is a further development and strengthening of a sustainable and just system of public procurement procedures, determined as the general goal of the policy of public procurement procedures. Special goals are leading to the realization of this goal:

– making public procurement procedures more economical and competitive;
– a wider implementation of the ecological and social aspect and techniques and instruments in public procurement procedures;
– reducing the risk of irregularities in public procurement procedures.

In order to achieve the goals, certain measures have been defined as well. These are:

– improving the regulatory framework and strengthening the practice in the field of PPPs;
– strengthening the institutional capacities;
– strengthening the administrative capacities of the procuring entities and business entities;
– improving the electronic system of public procurement procedures;
– strengthening the regulatory and institutional framework as regards green public procurement procedures;
– inciting the implementation of the social aspect in public procurement procedures;
– inciting the implementation of techniques and instruments in public procurement procedures;
– strengthening the monitoring and control of the procurement procedures below the thresholds to which the Law on Public Procurement Procedures does not apply;
– strengthening the cooperation of the institutions in the system of public procurement procedures;
– improving the quality of contract management;
– strengthening the institutional capacities of the budget inspection of the Ministry of Finance.
