Decree on Dual Education Adopted, Subsidies for Employers

The Government of Serbia has adopted the Decree on Financial Support to Dual Education, which envisages that employers can get a subsidy in the amount of 50% of the net minimum compensation for learning through work which they pay to the students enrolled in dual education profiles where scarce skills are taught.

The decree which the government recently adopted at its latest session, says that financial support to dual education entails the allocation of funds for:

1. subsidizing a part of the compensation for learning through work which the employers pay to the students enrolled in dual education profiles where scarce skills are taught,

2. support to schools for the enrollment of students in dual education profiles where scarce skills are taught.

The employers, the decree proscribes, can get a subsidy in the form of a part of the compensations for learning through work, in the amount of 50% of the net minimum compensation for learning through work, as defined by the Law on Dual Education, with the accompanying contributions.

The kind and the amount of financial support, as well as the conditions of application, are defined by the Contest published by the Office for Dual Education and the National Qualifications Framework in line with the available funds for each school year.

If, after the carried out Contest for the allocation of subsidies to employers for the compensation for learning to work, unallocated funds are left over, the subsidy can be allocated in an amount higher than 50%.

The amount of the subsidy, the manner and the deadlines of the payment, as well as the manner of reporting about the realization of the subsidy, are determined in the contest and the agreement on the allocation of funds, which the employer signs with the Office.

According to the Law on Dual Education, the compensation for learning through work is paid once a month, no later than until the end of the current month for the previous month for each hour spent learning through work in the net amount of at least 70% of the minimum wage.
