State Preparing Reform of Public Sector Salary System – Seeking Company for Analysis of Salaries in Neighborhood or EU

The Ministry of Public Administration and Local Self-Government has opened a tender for consulting services for expert, technical and analytical support in the salary system reform. This pertains to consultants who should prepare a comparative analysis of salary expenditures, to the end of making a comparison with the established legal frameworks and elements of the salary system in the public services and state organs in Serbia.

This analysis, according to the tendering documentation, should encompass the service of the preparation of a comparative analysis of costs for the salaries of the employees in the public sector in at least two countries in the neighborhood or EU member states, which would compare the analysis of the harmonization of the jobs from the decree which determines the coefficients in public services with the jobs from the Job Catalog, in the public services, with an overview of the coefficients for said jobs, salaries and salary costs by activities of the public services and the number of the employees, as well as an overview of the salaries and salary costs by professions, jobs and the number of employees in the state organs.

The jobs will be done by three consultants, who will be hired for 40 days, and the value of the procurement has been estimated at slightly under RSD 2 million, without the VAT.

The framework period of the realization of the service is by September 1, 2023, at the latest, and bids may be submitted by May 29, 2023.
