Seals persevering – 122 complaints over failure to comply with the law

Seals should have become history five months ago, but certain institutions won’t give them up. In the five month period since the new solutions was implemented, citizens and business people have reported 122 institutions that nevertheless required a seal. Judging by the reports, in addition to commercial banks, post offices, the Ministry of Internal Affairs, the National Health Insurance Fund, the Pension and Disability Insurance Fund, customs services and tax administrations still use seals.

The Company Act says that courts, state organs, organizations and publicly authorized persons, as well as other legal persons, cannot file complaints about not using a seal.

– The resistance of certain people from the bureaucratic structures is the reason why the NALED has sent an initiative to the Ministry of Economy to have the law additionally specified, removing any possibility of wrong interpretation, which is used as an excuse for someone requiring a seal – says Jasmina Radovanovic, the advisor for regulatory reform at the NALED and the coordinator of the Association for Property and Urban Planning.

– The National Assembly passed the law in December, clearly defining that no document or contract may be dismissed or terminated for not featuring a seal and that no person, including the court and the public administration organs, may require the society or entrepreneurs to use seals – she pointed out.
