Ministry of Telecommunications asked from RATEL to return 069 code to Republic of Serbia - state threatens to take over RATEL's obligations

Ministry of Telecommunications has asked from RATEL to return access code 069 to Serbia. This code was granted to "Telenor" at the beginning of May.

On the occasion of the allotment of 069 code, the Administrative Board of the Republic Telecommunications Agency (RATEL) acted in an illegal way, that is, without previously announcing public auction, although the Ministry warned them that they were breaking the Law on telecommunications in that way.

Ministry of Telecommunications and IT Society claims that RATEL refused to act in accordance with the opinon of the Ministry and that the Draft rule book on terms and precedures for issuing permits to a public telecommunication operator for connecting local telecommunications network with the telecommunications network of some other country, should be brought in accord with the Constitution and other regulations.

Without getting positive opinion and in spite of the Ministry's warning, the Agency published the Rule book on general terms for interconnection of public telecommunications networks in the Official Bulletin of RS (no. 53/08).

It has been pointed out that the Agency published the Rule book on management of the ennumeration plan for telecommunications networks in Official Bulletin or RS (no. 87/07), also without the opinion of the Ministry.

According to the Ministry's order, RATEL is given ten days to bring in accord, correct and revoke all decisions it made, and if RATEL disobeys, the Ministry will act in accordance with the Law on state administration and take over RATEL's obligations.
