EU implements protective measures against cheap Chinese steel – Serbia to be supervised for another six months

The European Commission has definitely adopted protective measures against cheap steel from China, whereas the measures against steel from Serbia and another four countries have not been adopted; instead, the supervision will continue for the next six months. The supervision procedure against Serbia was implemented in July 2016.

Measures against China were temporarily adopted in October, and definitive measures have been implemented now, entailing higher import duties, which, as per the EC spokesperson, will serve to protect European steel producers from the effects of Chinese dumping, i.e. non-realistic price cutting.


The EU is closely monitoring the steel sector, in which there is a great surplus of capacities globally, and several dozen measures have been implemented so far. This time, the measures pertain to hot-rolled flat steel products.

The EU also said that it would not impose provisional duties on the same products from Brazil, Iran, Russia, Serbia and Ukraine, where pertinent investigations were initiated in July.

The investigation will continue for another six months for the purpose of a detailed assessment of the effects of potential measures on the industries using imported steel, said the EC spokesperson.

The investigation was initiated in July 2016 based on the complaint by the European Steel Association Eurofer of May 23, in line with Article 5 of the Regulation on protection against dumped imports from countries not members of the European Community. Serbia announced at the time that it would cooperate during the investigation.
