The Ministry of Education Republic of Serbia, according to the international financial agreement signed between the Ministry of Education Republic of Serbia and the European Investment Bank (EIB) towards the School Modernisation Programme, publishes this public procurement for consulting services.
LOT 1 – Preparation of the complete Technical Design documentation for 4 (four) new schools.
- Supervision service of the construction work for 6 (six) new schools, and additional construction work and reconstruction/rehabilitation for 4 (four) existing schools
LOT 2 - Technical Control for the Technical-Design Documentation described in LOT 1
▪ Project expected time for commencement of services is August 2010. Expected duration of services is:
LOT 1 - approximately 3 years from the contract signature, including Defect Liability Period;
LOT 2 - approximately the end of September 2010.
The selected Bidder for LOT 1 cannot be considered as a Bidder for LOT 2 and vice versa.
▪ The Ministry of Education Republic of Serbia now invites eligible local and international Bidders to express their interest in providing the requested services. The Expressions of Interest must contain the following relevant information useful to determine the capability of the Bidders:
- Company information: name, address, telephone number, facsimile number, year of establishment, contact person for the project;
- Financial Statements/turnover for the previous 3 (three) years, number of permanent staff per qualification category and part-timers;
- Details of experience in similar assignments undertaken in the previous 5 (five) years, including value of consulting services, location, number of staff involved in the contract, name of the Client, name of partners for contract execution and share of services (including specific role in a joint group), source of financing, type of services provided, contract commencement and completion dates, brief description of the contract;
- Curricula Vitae (short version) of staff who will be available to work on the assignment;
- A list of ongoing assignments including the start and end dates and the personnel involved;
If the Bidder performs with subcontractor(s), or if the bidders perform as a joint group, it is necessary that each of them submit all relevant information useful to determine the capability of the Bidders. If the Bidder performs with subcontractor(s), or if the bidders perform as a joint group, they will be mutually responsible.
▪ A Bidder for this assignment will be selected in accordance with the restricted procurement procedures set out in the EIB’s „Guide to procurement“ (edition: February 2004).
▪ Following the evaluation of the Expressions of Interest, the short list of maximum 7 (seven) Bidders will be made. Only the short-listed Bidders will receive bidders’ documentation and will be formally invited to submit proposals.

Two copies of the Expression of interest, in the Serbian and English languages, should be submitted personally or by post, preferably by courier to the address below no later than 5th August 2010, 12:00 hours local time.
In case of misinterpretation, Serbian version of the Expression of interest will be valid.
