This invitation follows the General procurement notice for this Project published on EBRD site, Procurement Notices (www.ebrd.com), on 10 April 2012, under the number 6638-ОЈН-42809 and the Official Gazette of the Republic of Serbia no. 35 on 20 April 2012, and updated on 29 March 2016.

City of Belgrade, City Administration of Belgrade, Investment and Housing Agency (the Employer), intends to use part of the proceeds of the Loan from European Bank for Reconstruction and Development (Bank) and parts of the proceeds of administered through European Investment Bank (EIB) grant of the European Union towards the cost of Belgrade Public Transport and Traffic Infrastructure Improvement Project.

The Employer now invites sealed tenders from contractors for the contract "Reconstruction of dual tramway tracks, OCL, road carriageway and utilities on Slavija Square (area of approximately 14.000sqm and Boulevard Oslobodjenja, from Slavija Square to Faculty of veterinary medicine, total length of 947m).

The scope of works shall include:

  • Reconstruction of tram track, road carriageways and walkways on the Slavija Square and in the Boulevard Oslobodjenja,
  • Drainage of tramway belt, road carriageway and walkways,
  • Overhead Contact Line,
  • Traffic equipment and signalization,
  • Public lightning,
  • Power supply infrastructure,
  • Displacement and protection of the existing utilities (waterworks, sewerage, pipe - heating, telecom).

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

Average annual turnover:

The tenderer shall have an average annual turnover as prime contractor (defined as billed works in progress and completed) in the last 5 (five) years, not less than EUR 35,000,000 (thirty five million) equivalent.

Financial capacity:

The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real estate, lines of credit and other financial assets sufficient to meet the construction cash flow for the contract for a period of 4 (four) months, estimated at not less than the equivalent amount of EUR 8,000,000 (eight million), taking into account the applicant"s commitments for other contracts.


Experience

The tenderer shall demonstrate experience under contracts in the role of contractor or management contractor for the last 5 (five) years prior to the applications submission deadline

The tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least three projects, each with a value of at least EUR 15,000,000 (fifteen million), that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements. In addition, the tenderer shall demonstrate that that above or other projects are showing construction of at least 15km of urban roads and 8km of single truck tram/urban railway/metro/LRT infrastructure

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of RSD 12,500 or equivalent in a convertible currency.

The amount in RSD shall be paid to the account of the city administration 840-742341843-24, 97 per payment method, payment code 253 and by calling 8250122.

The amount in EUR shall be paid to the account RS35908500100000030069, (IBAN code), Belgrade City Administration, with the purpose of payment - fee for tender documents and bank charges.

All costs shall be borne by the Tenderer.

Upon receipt of an appropriate evidence of payment of non-refundable fee, the documents will be promptly dispatched by a courier, however, without bearing the responsibility for loss or late delivery. In addition, if it is a requirement, the documents can be sent electronically upon submission of an appropriate evidence of payment of non-refundable amount of a prospective Tenderer. In case of discrepancies between the electronic version and the printed document, a hard copy shall prevail.


All tenders must be accompanied by a tender security of RSD 36,000,000.00 or its equivalent in a convertible currency.

Tenders must be delivered to the office at the address: Grad Beograd, Gradska uprava grada Beograda, PISARNICA, Trg Nikole Pašića br. 6, 11000 Beograd, Republika Srbija, not later than 12:00h on 12 May 2016 after which time they will be opened in the presence of the representatives of those tenderers who choose to attend.
