Born in Ottawa and brought up in Canada and Japan, Rob McDougall graduated in history from the University of Victoria in 1973 and joined Canada’s foreign service the same year.
During his career to date, he has served at Canadian missions in Washington, Hong Kong, Beijing, New York, Brussels and Tokyo.
His most recent assignments before arriving in Belgrade have been as Director for International Economic Relations in Ottawa (1993-94), as Minister-Counsellor for Economic Affair at the Canadian Embassy in Japan (1994-98) and as Director for Non-Proliferation, Arms Control and Disarmament in Ottawa (1998-2005).
He also served as Chairman of the Missile Technology Control Regime in 2001-2 and has led Canadian delegations to numerous international conferences and negotiations in the arms control field.
He was named Canadian Ambassador in Belgrade in 2005 and arrived with his wife, Cathrine Lowther, in November of that year.
