New criteria for export of arms from SCG, prohibition for the countries that violate human rights and use arms for internal repression

According to the decision made by Council of Ministers of SCG, which regulated criteria for issuing of permits for export of the arms, military equipment and double-purpose goods, the arms from Serbia and Montenegro must not be exported to the countries that does not respect human rights and could use the arms for internal repression. The permit will not be issued if the export means violation of UN military embargo and recommendations of OEBS, international obligations related to spreading of nuclear weapons, conventions on biological and chemical arms and ban on export of anti-infantry mines.

The second criterion is the respect of human rights concerning arms, i.e. possibility of use of arms for the purpose of internal repression. The arms will not be exported to the countries that could use the arms either to worsen internal disputes or conflicts, or against some other country.
