The Ministry of Finance has prescribed new forms and rules for the preparation, appraisal, implementation and monitoring of capital projects, including a mandatory requirement to report on work progress and the expenditure of funds every three months.

The Rulebook on Project Documentation, signed by Minister of Finance Sinisa Mali, was published in the "Official Gazette of the Republic of Serbia," No. 96/2026, on October 9. It regulates the content of the forms, the procedures for completing them, and the process for submitting them to the Centralized Capital Projects Database (PIMIS).

The regulation covers eight types of project documentation: a form for the preliminary assessment of project ideas, a form for the appraisal of project proposals, a capital project readiness report, an implementation plan, an implementation progress report, a final report, an impact report and a capital project closure report.

Progress reports every three months

Authorized proposers of capital projects will be required to submit progress reports every three months throughout the implementation phase. These reports must detail the activities carried out, funds spent and any deviations from the implementation plan, thereby enabling continuous monitoring of the projects.

Upon project completion, the authorized proposer must submit a final report within 60 days. The document will contain basic information about the project proponents, an overview of activities carried out and other relevant data, including information on funds expended during preparation and implementation.

A specific report is required for projects being terminated as part of a rationalization process. This report will include, among other things, the reasons for termination, an overview of activities conducted and funds spent up to that point, as well as an assessment of the consequences for the budgetary system, public funds and social conditions.

Specific forms for local capital projects

The Rulebook also provides for specific forms for local capital projects, namely, for the preliminary assessment of project ideas, the evaluation of project proposals and a report on the readiness of a capital project.

During the preparation phase, the documentation must cover the technical, institutional and economic-financial aspects of the project, as well as data regarding potential environmental impacts and preliminary risks. The implementation plan, meanwhile, defines the timeline and costs of planned activities; it must also be submitted whenever the plan is revised.

All forms are to be entered into the PIMIS system, with their content and the procedures for completing them further regulated by the new Rulebook.

Upon the entry into force of this regulation, the previous Rulebook on Project Documentation from 2023 shall cease to be in effect. The new Rulebook enters into force on the eighth day following its publication in the "Official Gazette of the RS."
