Better connectivity can increase the appeal of certain locations, but its real importance depends on the implementation of projects, the quality of the surroundings and the needs of future users.

The city development can be seen in the locations availability

When talking about real estate in Nis, the conversation most often starts with the price per square meter and the offer of new apartments. For the long-term usability of the property, however, it is also important how easy it is to get to work, school, health facilities or major traffic routes. Traffic infrastructure therefore deserves more attention in the assessment of the location.

The development of the airport, the modernization of the railways and the arrangement of city roads can change those relations. Their impact on housing, business premises and logistics will not be equal. In this analysis, I look at the possible mechanisms of that influence, without forecasting prices and without declaring certain settlements as sure winners.

The airport and demand beyond the immediate environment

According to the data presented in the material of the City of Nis for the Program of Local Economic Development for 2026,
Constantine the Great Airport had 393,102 passengers in 2025, compared to 357,313 in 2024 and 448,312 in 2023. Growth compared to the previous year amounts to approximately 10%,
but from this series no conclusion of continuous growth can be drawn. In the same material, the volume of cargo traffic of approximately 2.82 million kilograms in the year 2025 is stated. [1]

For the real estate market, I would not reduce the airport`s importance to the distance of the building from the terminal. International connectivity can be important to companies, business visitors and frequent travelers. Potential effects can occur through business accommodation, short-term lease or demand for logistics space, but their real size should be verified by data on demand and realized leases.

In housing, proximity to the airport can mean convenience, but also exposure to noise or additional traffic. A good road connection and a quality environment can be more beneficial than physical proximity alone. The increase in the number of passengers is not enough proof that apartment prices or rental income will rise.

The railway raises questions about future use of space

On December 15, 2025, the European Investment Bank announced a package of 134 million euros for the modernization of the Niš-Dimitrovgrad connection. The package includes an EIB Global loan of 100 million euros for the reconstruction of the Sićevo-Dimitrovgrad section, electrification and signaling along the entire railway line, as well as an EU grant of 34 million euros for the railway bypass around Niš. It is a concrete financial package, and not the total value of all works in this direction. [2]

The EIB lists increasing railway capacity and safety and reducing traffic bottlenecks in the city as the project`s goals. [2] For real estate, it is important how these goals will be reflected on specific streets and plots: where the existing burden can be reduced, how the access to the new infrastructure will look like and what use of space will be allowed.

The eventual relief of the existing corridors could open up opportunities for better use of their environment. Such an outcome depends on the realization and future urban decisions. In the vicinity of the new route, noise, safety belts and access should also be assessed. The mere announcement of the bypass does not prove the future possibility of construction or the increase in the value of a particular plot.

Roads affect the daily use of real estate

Distance in kilometers does not always tell enough about the practicality of the location. Reliable access, public transport, safe pedestrian movement and travel times are often more important to everyday life. A new connection between the settlement and the main city road can change the buyer`s choice, while the renovation of the existing street can improve the conditions of use of the already built-up area.

As a current example, the City of Niš announced on October 9, 2026 that on Dimitrija Tucović Boulevard, investment maintenance works are underway on the road, including roadway renewal and accompanying infrastructure, on a section of about three kilometers. We are talking about the reconstruction of the existing road, not the confirmation of the construction of a new corridor. [3]

It is useful for the buyer to distinguish between announced works, adopted project, started construction and completed infrastructure. Each stage carries a different certainty. Also, faster access by car does not necessarily mean more pleasant housing if noise and transit traffic increase simultaneously.

The planning documents require verification at the plot level

In March 2025, the city of Niš published information on the presentation of materials for the early public review of the new GUP for the planning period until 2040. In September 2026, a report on the public review of the draft GUP was published. These announcements confirm the stages of the planning process; by themselves, they are not proof that the plan has been adopted and entered into force. [4, 5]

Therefore, before making a purchase decision, you should check the valid plan for the specific plot, permitted use, access and construction conditions. The planning horizon of 2040 is not the deadline by which all projects will be implemented. Financing, permits and sequence of implementation are also important for evaluating development in the next five or ten years.

Microlocation remains crucial

On the northern and eastern outskirts of the city, as well as along the routes of connection with the airport and main roads, it is justified to monitor availability changes. It is not a ranking of future price increases. Within the same neighborhood, two buildings can have different conditions due to access, parking, noise, communal facilities and proximity to everyday amenities.

A school, a kindergarten and a safe pedestrian connection are important to a family choosing a home. For a business tenant, access to an airport or highway exit may be more important. The buyer who is planning to let it out should additionally assess to whom he will offer the property and what are the real costs, idle periods and realizable income.

As the founder of the Lazović Real Estate agency, I believe that it is useful to start the assessment with a question what makes a particular site work today and what could improve it in the years to come. Airports, railways and roads can be part of the answer, but the decision should be linked to the documentation and the real needs of the people who will live or do business there.
