The formation of the working group was officially announced at the “AI ACTion” conference and expert round table, held on October 8 at the European House in Belgrade and organized by the Digital Communications Institute (DCI) and the Irish organization AI Certified (AIC).
As announced, the working group will focus on aligning business operations with European standards, developing guidelines for implementing the regulation across various economic sectors and connecting companies with national and international institutions.
A key priority will be participating in consultations to draft a domestic legislative framework for artificial intelligence that is aligned with European rules and Serbia’s European integration process.
The working group also plans to create practical guides and regulatory compliance matrices for the banking, telecommunications, information technology, human resources, e-commerce and healthcare sectors.
A specific area of focus will be the requirement to raise the level of AI literacy among employees, as stipulated in Article 4 of the EU AI Act, as well as the development of accessible compliance models for small and medium-sized enterprises (SMEs) and startups.
The goal is to make it easier for companies to implement the new rules without creating additional barriers to innovation and competitiveness in the European market.
Collaboration with Ireland’s AI Certified
Through a partnership with the Irish organization AI Certified, the Digital Communications Institute has focused its activities on education, certification, and the responsible implementation of artificial intelligence in Serbia and the region.
According to the organizers, DCI delivers training programs from AI Certified that are aligned with Level 8 of the European Qualifications Framework (EQF) and the Scottish Credit and Qualifications Framework (SCQF).
Ireland’s Ambassador to Serbia, Kevin Colgan, stated that his country’s experience demonstrated that aligning with European standards could yield economic and technological benefits.
– Standards should not merely be formal requirements to be met, but tools that help companies innovate, grow and connect with international markets. Ireland is ready to share its experiences and deepen its partnership with Serbia – Colgan said.
Ana Mirkovic highlighted the importance of education and human values in the development and application of artificial intelligence.
– Regulations provide the framework and technology provides the power, but it is only an educated and empowered individual who gives them meaning. Our task is to infuse technology with the values that define us as human - ethics, empathy, critical thinking, and emotional intelligence - so that AI becomes the most powerful tool for expanding human potential rather than a source of fear – Mirkovic stated.
Jeremy Spiller, an expert on the EU AI Act from the organization AI Certified and chair of the newly formed working group, assessed that the regulation should be viewed as a framework for building trust, fostering innovation and ensuring sustainable growth, rather than as a barrier to business.
The formation of the working group represents an initiative to connect the business sector, experts and institutions in the process of adapting to European AI rules, with a particular focus on the practical application of the regulation in business operations.
