Hering’s bid of almost EUR 8.5 million collapses tender – Capljina cancels procurement for new bridge over Neretva River

The city of Capljina has canceled the public procurement procedure for the construction of a new bridge over the Neretva River at the location of the existing bridge, along with the reconstruction of the Tasovcici-Capljina road connection, after the only bid received almost doubled the estimated value of the project.

Only one bid was received in the open public procurement procedure, submitted by Hering d.d. Siroki Brijeg, worth BAM 16,922,362.39 excluding VAT, or BAM 19,799,164 including VAT.

Given that the estimated value of the procurement was BAM 9.8 million excluding VAT, the Public Procurement Commission assessed the bid as unacceptable because it significantly exceeded the planned financial resources of the contracting authority.

Based on the Commission’s recommendation, the Mayor of Capljina issued a decision declaring Hering’s bid unacceptable and annulling the public procurement procedure in accordance with the Law on Public Procurement of Bosnia and Herzegovina.

An open procedure for the selection of a contractor was launched at the end of April this year, and the criterion for awarding the contract was the lowest price, with the mandatory implementation of an e-auction. However, because only one bid was received, the price of which significantly exceeded the estimated value of the project, the conditions for continuing the procedure were not met.

The planned project includes the construction of a new bridge over the Neretva at the location of the existing bridge, as well as the reconstruction of the road connection between Tasovcici and Capljina, which is one of the most significant infrastructure projects in this part of Herzegovina.
