Tender for Reconstruction of Kalenic Market Suspended - Bids Deemed "Unacceptable"

The Secretariat for Investments of the Belgrade City Administration has decided to suspend the tender for the reconstruction of Kalenic Market.

The City made the decision pursuant to Article 147 of the Public Procurement Law, explaining that the "bids were unacceptable."

The decision to suspend the procurement procedure for the reconstruction of Kalenic Market (the tender was announced on May 26) was published on the Public Procurement Portal, and according to the announcement, only one bid was received.

The bid was submitted by a group of bidders consisting of seven companies: Celik Backi Jarak, Frigo Zika Ruma, Geo Projekt Sremska Mitrovica, Promenada Sremska Mitrovica, Jadran Belgrade, TVI Belgrade and Zavod za Zavarivanje Belgrade.

As a reminder, the estimated value of the works on the reconstruction of Kalenic Market, including the construction of a roof and the extension of commercial premises, which were the subject of this public call, amounted to 2.36 billion dinars.

Several days before this decision, the Center for Local Government (CLS) announced that "2.83 billion dinars, or EUR 24 million, will be spent on the reconstruction of Kalenic Market, making Belgrade the holder of yet another infamous record - the most expensive reconstruction of a city market."

In a written statement, CLS Director Nikola Jovanovic said that "there was only one bidder in the tender - Jadran doo, which offered a price almost identical to the estimated value of the works."

The reconstruction of Kalenic Market is among the largest capital projects included in the City of Belgrade's budget plan for this year.
