Homolje facing one of largest RES projects in Southeast Europe – Turkish investor planning to build Gornjak wind farm

The Municipality of Zagubica has made available for public inspection the Draft Detailed Regulation Plan for the Gornjak Wind Farm and the Strategic Environmental Impact Assessment Report, thus initiating the procedure for the implementation of one of the largest renewable energy generation projects in the Branicevo Administrative District.

The draft plan envisages the construction of the Gornjak wind farm with a maximum of 34 wind turbines, seven of which will be located in the territory of the Municipality of Zagubica, while the rest are planned in the territory of the Municipality of Petrovac na Mlavi.

The investor of the project is the company Windflow East from Belgrade, which is owned by the Turkish Fortis Energy, while the holder of the planning documentation is the Municipal Administration of Zagubica. The plan is developed by Arhiplan doo from Arandjelovac.

The area covered by the plan in the territory of Zagubica covers 745.35 hectares and includes parts of the cadastral municipalities of Breznica, Krepoljin and Osanica. The location of the future wind farm is planned in a mountainous area, taking into account the wind potential, terrain configuration, distance from settlements, as well as the conditions for the protection of nature and cultural assets.

According to the planning document, a distance of approximately 5.3 to 6 kilometers will be provided between the nearest planned wind turbine and the construction area of the settlements of Krepoljin and Osanica.

The planned wind farm will have an approved power at the point of connection to the electricity system of 194.4 MW. The total installed power of the generator may be higher due to covering internal losses in the network, while the operation of individual turbines will be software limited so that the power at the point of connection remains within the permitted value at all times.

In addition to the construction of the wind turbine, the plan envisages the construction of access and internal roads, as well as underground medium-voltage electricity cable infrastructure and optical cables for system management.

The final selection of the type of wind turbine, their individual powers and the arrangement of the turbines will be defined in the phase of preparing the technical documentation, after the selection of equipment and compliance with the conditions of the transmission system operator.

The public review of the Draft Detailed Regulation Plan will last until August 17.

Fortis Energy announced that it expects the project to reach Ready-to-Build (RTB) status in the first quarter of 2027. Fortis will carry out the construction and installation phases with its own teams and equipment, in cooperation with local suppliers and engineering firms. Commercial operation is expected in the fourth quarter of 2029.

With a capacity of 194.4 MWe, they add, the Gornjak wind farm is one of the largest renewable energy projects in Southeast Europe, and is expected to produce over 520 gigawatt-hours of energy annually.
