New possibilities for application of cumulation of origin in preferential trade between Serbia and Great Britain – Export of products not made from domestically sourced materials now allowed

The Law on the Confirmation of the Decision of the Serbia-United Kingdom Partnership, Trade and Cooperation Council of December 23, 2025, on the Amendments to Protocol 3, which relates to the definition of the term “originating products” and methods of administrative cooperation to the Partnership, Trade and Cooperation Agreement between the Government of Serbia and the Government of the United Kingdom, was published in the Official Gazette, according to the CCIS.
– The amendments to the Protocol represent a significant improvement in business conditions for Serbian companies exporting to the United Kingdom market, especially in the food industry, textile industry, electrical industry and automotive industry sectors – the Chamber of Commerce of Serbia points out.
The new rules allow, when determining the preferential origin of products intended for export to the United Kingdom, in addition to materials of domestic origin, to use materials originating from the European Union, EFTA countries (Switzerland, including Liechtenstein, Iceland and Norway), Turkey, Egypt and certain CEFTA partners, under the conditions prescribed by the Agreement.
– This increases flexibility in the organization of production and supply chains, facilitates the inclusion of Serbian companies in international value chains and further improves the competitiveness of domestic exporters on the British market. The CCIS recommends that exporters analyze new opportunities arising from the application of extended cumulation of origin, bearing in mind that they can contribute to easier fulfillment of the conditions for acquiring preferential origin of goods and achieving benefits in bilateral trade with the United Kingdom – the Chamber of Commerce of Serbia notes.
The Agreement on Partnership, Trade and Cooperation between the Government of Serbia and the Government of the United Kingdom was signed in Belgrade on April 16, 2021. Its provisional application began on May 20, 2021, while the Agreement officially entered into force on July 15, 2021.
