The ORESIDE report on the market for apartments and housing construction for 2025 brings an analysis of key trends, changes in customer behavior and development perspectives of the housing market in Belgrade.

Coreside, a real estate consulting company that operates within the Marera company, has published a report on the market for apartments and residential construction in Belgrade for the year 2025, with key data, trends and expert insights on the development of the housing sector. By publishing the market review for 2025, the company establishes the continuity of market reporting through semi-annual analyzes based on relevant data and expert insights.

Bojan Ljubičić, real estate director at the Marera company, speaks for eKapija about the main findings of the report, changes in the demand structure and the importance of an analytical approach for investors and customers.

How do you assess the apartment market in Belgrade in 2025?

- The market showed stability and resilience in the previous year despite a more challenging macroeconomic and political environment. In Belgrade, 17,800 apartments were sold, which is 2.5% more than last year. This confirms that there is a stable base of buyers and investors and that the demand is not of a short-term nature, but that it is a trend that has been present over the years and will continue in 2025.

However, it is important to emphasize that the market is becoming more and more selective. Location, project quality, apartment structure, availability of financing, and long-term potential for real estate value growth are increasingly influencing buyers` decisions. In other words, it is no longer enough to have a product on the market, it is increasingly important for the project to respond to the specific needs of customers and the market`s investment logic.

What trends marked the year 2025 the most?

- The key trend is the continuation of stable demand, with the market shifting towards the middle and higher price segments. The segment from 2,100 to 3,000 euros per square meter has become the dominant market category, with a 46% share in 2025. At the same time, the share of apartments in the price range from 3,100 to 4,000 euros per square meter has recorded a significant growth in the last five years - from only 2% in 2020 to 22% in 2025, while the more affordable segments have a decreasing share in the total turnover.

This tells us that the market is qualitatively changing. Buyers are willing to pay more for a good location, reliable concept, construction quality and long-term value of the property. And that means that projects that have a clear position on the market and sustainable demand are increasingly valued.

What does the data say about new buildings and development zones in Belgrade?

- Belgrade still has strong development activity, but it is not evenly distributed. New Belgrade remains one of the most important centers of contemporary housing construction, especially when we talk about projects over 30,000 square meters. A significant volume of activity is also present in the central city municipalities, in Palilula, Čukarica and Voždovac.

At the same time, it is important to monitor zones that may not be in the premium category today, but have development potential. Palilula is a good example of a municipality that includes different types of locations and provides the opportunity to develop projects of different price categories. Batajnica, within Zemun, also stands out as promising for projects of a lower price range, primarily due to the available space and development capacities.

How important is the rental market to an understanding of the overall housing market?

- Rents are one of the important indicators of market dynamics, especially for investment buyers. They clearly follow the price and development hierarchy of the city: premium zones generate the highest rents, while the middle segment, in the range of 12 to 20 euros per square meter, forms the backbone of the Belgrade apartment rental market.

However, developing zones should not be seen only through lower rent levels. They can often offer a better ratio of invested capital to return, with the added potential of increasing property value as the location develops. This is especially important for investment buyers who think in the medium and long term.

How has customer behavior changed?

- Customers today are more cautious, more informed and more analytical. Investment buyers are most often looking for apartments between 40 and 60 square meters, while young families are mostly looking for apartments of 60 to 80 square meters, with two bedrooms. The dominant price range in both segments is between 2,500 and 3,500 euros per square meter.

This shows that the demand is concentrated around functional and market liquid apartments. Buyers are increasingly thinking about how a property will perform in the future - whether it will hold its value, how easily it can be rented out or sold, and what quality of life the location provides.

What do these trends mean for investors and developers?

- For investors and developers, it means that analytics has become a key part of planning. The market no longer rewards only the volume of construction, but a quality assessment of the location, proper positioning of the project, adequate structure of apartments and understanding of the target group.

Managing the portfolio in such circumstances requires constant monitoring of market signals. It is necessary to understand where there is real demand, which price segment has the greatest depth, how rents are moving and what is the perspective of individual zones.

What are your expectations for the next period?

- I expect the market to remain stable, but still selective. Belgrade retains the characteristics of a resilient market, supported by continuous demand, migration to urban centers, wage growth and credit activity.
Nevertheless, the differences between locations, projects and price segments will be more and more pronounced. Projects that have a clear market logic, a good location, a quality concept and a realistically defined price will have a better position. In this sense, the next period will not only be a question of market growth, but also a question of the ability of the participants to properly understand the demand.

How important are analytical insights and market data today for making business and investment decisions in the real estate market?

- The real estate market today generates a large amount of data, but their real value is not in the numbers themselves, but in their interpretation and understanding of their interrelationships. Individual indicators can give a partial picture, while quality business and investment decisions require looking at the wider context and connecting different market trends. That`s why we believe that analytical insights have become an essential tool for investors, developers, financial institutions and all other market participants.
