Mountain real estate in focus of investors - Will Zlatibor, Kolašin and Jahorina become "mini Alps"?

In the past, the value of real estate on the mountain depended almost exclusively on the number of ski days during the winter, but in recent years that model has been changing rapidly. Investors are no longer building only for skiers, but for guests who come all year round, so in recent years the development of the mountains in the region has been followed by a strong investment cycle that includes new hotels, apartment complexes, wellness centers, congress facilities and summer tourist attractions.

The focus is no longer just on winter tourism, but on creating a destination that can generate traffic throughout the 12 months. It is also the key reason why the real estate market in the mountains is continuously growing.


Zlatibor - Destination with stable demand, a strong brand and great potential for further development

One of the leaders of this trend is certainly Zlatibor, which is increasingly profiled as a year-round destination, attracting both domestic and foreign investors, along with the strong development of luxury apartment and hotel capacities. At the same time, the growth of infrastructure and content further raises the value of real estate and changes the structure of market demand.

As they told eKapija from the local tourist organization, Zlatibor is a mountain that lives all year round. Its greatest advantage is reflected in the diversity of its offer - in the combination of natural benefits, a developed mountain center, quality tourist facilities, superior accommodation and rich programs intended for guests of all ages.

- Zlatibor is one of the favorite destinations for visitors who in this tourist place can enjoy not only the natural beauty and clean air, but also numerous attractions, active vacations, theme parks, wellness and spa centers, modern hospitality and traditional local specialties. Today on Zlatibor, there are numerous accommodation facilities - from the most luxurious five-star hotels, which offer a high level of comfort and facilities for especially demanding guests, to homestay accommodation in private apartments, guest houses and rural tourist households. The destination has successfully positioned itself on the map of camping tourism, through the operation of the Zlatibor car camp, which allows guests to stay in a pleasant environment, in direct contact with nature - said TO Zlatibor for our portal.

All this, they say, makes Zlatibor attractive to different generations and different profiles of guests - from families with children, through athletes and recreationists, fans of camping tourism, to tourists looking for peace, nature, quality service or a more luxurious type of vacation.

- Zlatibor`s special strength is its more than 130-year-long tourist tradition, which testifies to the continuous development of this mountain. From the first guests who came because of the healing climate and stay at an altitude of about 1,000 meters above sea level, Zlatibor has grown into the most visited mountain destination in Serbia - say the Tourist Organization, adding that today this mountain records a continuous growth in tourist traffic, with increasing interest from domestic and foreign guests.

- This sends a clear message to investors that this is a destination with stable demand, a strong brand and great potential for further development. For investors, it is especially important that Zlatibor is not a seasonal destination, but a market that functions all year round. Preserved nature, developed road infrastructure, great recognition of the Zlatibor brand, rich accommodation offer, a project that set tourism standards - the longest panoramic gondola in the world, the Gold Gondola, natural sites, thematic facilities and an increasing number of guests create an environment in which investments have a real economic basis - eKapija interlocutors point out.

It is especially important, they add, that Zlatibor is recognized today as a destination that meets the needs of modern tourists as well as the expectations of investors who are looking for a safe, developed and long-term perspective market - based on tradition, but also on strong potential for future development.

The rapid and dynamic development of a destination also brings numerous challenges, and the Tourist Organization indicates that in the modern tourist market, continuous improvement of the offer is one of the key conditions for competitiveness. It is particularly important that Zlatibor continues to develop through new facilities, while preserving natural resources, the quality of life of the local community and the distinctive identity of the mountain.

- In this context, the large development projects that are planned in Zlatibor should be viewed. The mountain attracts the attention of many tourists while simultaneously striving to improve the tourist offer through innovative perspectives of tourism development. These are ambitious projects that include a wide range of development activities: the plan is to build an airport, the Zlatibor Sports Center, a golf course, the arrangement of the top of Tornik and the shores of Ribnica Lake, as well as other development projects that will improve the offer of the most visited Serbian mountain - say the TO, stating that the development of tourism implies the even inclusion of the Zlatibor area in the tourist offer.

- Rural tourism, gastronomy, local food, handicrafts, local products, numerous attractions in the surroundings, represent an important part of the identity of this destination and contribute to the authenticity of the entire tourist offer.

Speaking about the development of tourism in the coming years, the Zlatibor Tourist Office says that the focus will be on the further improvement of a unique tourist product, which combines nature, quality offer, diverse contents and rich programs for guests of all ages.

- Guests can enjoy the natural beauty of the mountain, active rest, walks and being in the fresh air, but also in the rich offer of content - from theme and amusement parks and numerous attractions, to authentic gastronomy, for which Zlatibor is recognizable - they say.

The offer, they add, is also based on well-known Zlatibor attractions - the Gold Gondola, the longest panoramic gondola in the world, as one of the symbols of modern Zlatibor, then recognizable natural and cultural sites such as the Stopića cave, the waterfall in Gostilje and the "Staro selo" open-air museum Sirogojno, but also entertainment-themed parks and facilities for families, which contribute to Zlatibor being a destination for all ages.

- The fact that Zlatibor offers almost limitless possibilities for active vacations gives special value to future development. Hiking and biking trails, hiking, paragliding, horseback riding, zip-line, activities on Tornik, adventure parks and numerous excursions in the surrounding areas allow guests to experience the destination in many different ways. Precisely such facilities prolong the stay of tourists, enrich the offer and additionally position Zlatibor as a mountain of active, healthy and year-round vacation - they explain.

One of the important directions of development is health tourism, and Zlatibor already has a strong foundation for this segment thanks to its favorable climate, altitude, tradition of health tourism and natural environment.

- Congress tourism is also an important direction of development, because congress capacities contribute to the extension of the season and strengthening of year-round tourism. Sports tourism is an important asset of Zlatibor`s tourist offer. Thanks to the altitude, climate and existing resources, Zlatibor is increasingly positioning itself as a place for athletes` preparation, recovery, recreation and active vacation - say our interlocutors.

In addition, rural tourism constitutes a significant segment of future development.

- Through authentic accommodation, local food, handicrafts and local products, the identity of Zlatibor is preserved as a place where tradition meets the standards of modern tourism, and hospitality becomes a memory to be remembered - they say.

An important asset of further development is event tourism, which contributes to higher attendance, extension of the season and additional positioning of Zlatibor as a destination that offers a variety of activities for visitors all year round.

- In this way, Zlatibor remains a destination that develops in accordance with modern tourist trends, but at the same time preserves what has made it recognizable for decades - nature, tradition, hospitality and an authentic mountain experience - conclude from TO Zlatibor.

Kolašin in focus of investors: The next great mountain story

Kolašin has become one of the most dynamic investment hubs in the north of Montenegro in the last few years. The economic citizenship program has further directed the attention of investors towards this area, opening up space for a strong inflow of capital and development of real estate projects. Although this program was terminated on December 31, 2022, it left a significant mark through a series of initiated and planned investment projects. Out of a total of 16 hotels that were part of that investment cycle, as many as 10 are being realized in the north of the country, nine of which are located in Kolasin, that is, in Bjelasica. This clearly shows how this mountainous region is becoming one of the key points of the development of Montenegrin tourism, with the gradual shift of the investment focus from the coast to the north.

Most of the new projects are based on the condo business model, which includes the sale of apartments within hotel and residential complexes, which investors recognize as a signal of long-term profitability of investing in mountain tourism. With the changes in climate conditions and the ever-increasing trend of developing year-round destinations, Kolašin is increasingly positioning itself as a market that overcomes seasonality and builds a stable investment story.

On Bjelasica, a new generation of mountain hotels is being developed in parallel, led by internationally recognized brands that were not previously present in the north of Montenegro. Among them, the Swissôtel Resort Kolašin stands out, the first ski-in/ski-out hotel within the Kolašin Valleys complex managed by the Accor group and which represents the key "anchor" brand of the new tourist offer on Bjelasica. Projects under the Crowne Plaza (IHG Hotels & Resorts) brand, followed by Radisson Blu, are also being announced, while domestic and regional investors are also growing in parallel through smaller hotels and condo-resorts, making Kolašin one of the rare mountain markets in the region where both global and local investment capacities are developing at the same time.

The potential of Bjelasica and the wider region has been recognized by international media and investment analysts, who indicate that the Balkans are entering a new phase of mountain real estate development. While European mountain investment was dominated by the Alps for years, with markets such as Switzerland, France, Austria and Italy, these markets are now mature, expensive and limited for new investors. In this context, Southeast Europe stands out more and more as an alternative, thanks to lower entry costs, growing tourist demand and the development of year-round mountain destinations. Analyzes such as those reported by international portals emphasize that Montenegro, through projects like Kolašin Valleys, is becoming one of the most promising new mountain investment markets in Europe, with a combination of an open market, the euro as a currency and the status of a candidate for the EU.

In an article published in Resident Magazine, Kolašin Valleys was recognized among the five largest investment opportunities in the alpine real estate market segment in the Balkans, with an emphasis on long-term development potential, the concept of a year-round destination and an integrated approach to planning. A similar conclusion is drawn by the AP News analysis, which indicates that some investors are increasingly turning to markets outside the traditional Alps, due to high prices, limited supply and saturation of established European ski destinations, whereby Montenegro stands out as a market with growing infrastructure and potential for long-term development of mountain resorts. In addition, the international business portal CB Herald describes Kolašin Valleys as the largest all-season mountain resort in the Balkans, highlighting the growing interest of international buyers in alternatives to alpine markets and the ever-increasing demand for real estate that combines natural surroundings, active vacations and long-term investment value.

- Within this framework, Kolašin Valleys is positioned as the largest year-round mountain resort in the region, with an already operational Swissôtel from 2025 and a planned system of 23 hotel and residential facilities, 73 private chalets and more than 30 catering and wellness facilities, along with a ski network of over 100 kilometers of trails at altitudes of 1,450 to 1,600 meters. This transforms Kolašin from a seasonal ski center into a 365-day destination, in which winter tourism is complemented by summer activities such as hiking, cycling and wellness, which further strengthens the investment potential and stability of income - it is stated.

Nevertheless, despite the strong investment momentum and the development of the highway that significantly shortened the road connection between Kolašin and Podgorica and the coast, the infrastructure still remains a key challenge. Communal systems, including water supply, sewerage and power networks, are still not fully ready to follow the dynamics of construction, which affects the pace of opening of certain facilities. Part of the already completed hotels in Bjelasica, although construction is complete, is still not operational due to the lack of basic infrastructure, which remains one of the main limitations in the further development of this investment cycle.

Mountain with history, market with potential - Jahorina, new investment destination

Another mountain destination in the region that is increasingly gaining in importance, not only as a tourist center but also as an investment point, is Jahorina. According to Resident Magazine, this mountain has become one of the most visible mountain real estate markets in Bosnia and Herzegovina, thanks to a combination of Olympic heritage, proximity to Sarajevo, and increasingly better accessibility compared to other mountain centers. It is this legacy of the Winter Olympic Games from 1984 that is still today one of the key elements of Jahorina`s identity, by which it is recognizable both regionally and internationally.

In the context of climate change and shorter winter seasons, traditional ski resorts are facing new challenges, which is why they are increasingly investing in the development of content throughout the year. Jahorina is one of the first to recognize this trend. Thus, in recent years, contents such as panoramic gondola rides, adrenaline parks, cycling and hiking trails, as well as outdoor concerts and sports events have been developed, which significantly increased the occupancy of accommodation even outside the winter season. Such an approach has a direct impact on the attractiveness of real estate investments, especially apartments and hotel units.

The development of new projects further changes the image of the mountain. Among the most significant investments, the Jahorina Mountain Resort & Spa Hotel complex, which includes hotel accommodation, wellness and spa facilities, a congress center and luxury apartments for sale, stands out. In parallel, apartment complexes such as Sky Hill Jahorina are being developed, whose investors emphasize the potential of year-round rental. Projects such as the renovation of the Partizan Hotel, as well as the announced hotel of the Saudi group Al Shiddi, provide an additional impulse.

The Jahorina development model is more and more reminiscent of alpine centers, where income does not depend exclusively on winter, but on the quality of the overall offer throughout the year. In this sense, the value of real estate is less and less tied to the ski infrastructure, and more and more to the entire destination experience - from wellness and gastronomy to events and business tourism.

At the same time, Jahorina is following a wider regional trend that is already visible in Zlatibor, Kopaonik and Bjelasica - the transformation of mountain centers into "365-day destination" models. The difference is that Jahorina already has a built tourist identity and a stable visitor base, which reduces the investment risk compared to completely new projects.

In mid-April, the strategy of new investments on the mountain was presented with the aim of further development and strengthening of the destination`s competitiveness. The construction of an artificial reservoir, expansion of the artificial snowmaking system, renovation of the "Spust" trail and construction of new trails, digitalization of the sales and billing system, construction of two six-seater cable cars and expansion of the infrastructure towards Trnovo, procurement of new snowmobiles and development of summer facilities are marked as priority projects.

Due to the combination of Olympic heritage, recognition, existing demand and still affordable prices compared to Western European ski destinations, Jahorina is increasingly positioned as an attractive investment alternative - a market that offers a balance between safety and growth potential within the wider development of mountain tourism in the region.
