Tender for maintenance and improvement of special voter register system announced

The Ministry for Human and Minority Rights and Social Dialogue has announced a public procurement procedure for the maintenance and improvement of the application of the Special Voter Register of National Minorities and the Register of National Councils, with an estimated value of 4.8 million dinars excluding VAT.

This is an open procedure for services that include a complex information system intended for maintaining a special voter register throughout Serbia, as well as records of national minority councils. The system functions as a distributed web application and enables the registration, modification and deletion of voters, the organization of elections, the generation of documents and the exchange of data with other state registers.


The subject of the procurement includes the maintenance of all key modules, from requests and the voter register, through elections and polling stations, to reports, the address register and user management. A separate segment is the Register of National Councils, which contains detailed data on the work and structure of these bodies.

System maintenance is envisaged through corrective and preventive activities. This includes troubleshooting, root cause analysis, system stability improvement, and continuous monitoring of the application and server infrastructure. The selected bidder will also be responsible for technical support to users, which includes 24/7 response in case of critical issues, with a maximum response time of four hours.

In addition to maintenance, the tender also includes improving the functionality of the system. The planned changes relate to improving work with requests and solutions, improving integration with the Unified Voters’ Register, developing new reports, as well as optimizing the document generation process and managing the address register. Changes are also planned in the system security area, including the implementation of additional protection mechanisms and the acquisition of SSL certificates.

The improvements may not exceed 12% of the total contracted value, and upon completion of the contract, the contractor will be obliged to deliver the latest version of the source code and supporting documentation.
