(Illustration) The Republic Secretariat for Public Policies has published a Draft Regulation on the management and functioning of a unified register of non-tax revenues, which is intended to digitalize and integrate all administrative fees, charges and other non-tax revenues into a single system. The public may submit comments, proposals and suggestions until March 8 via the eKonsultacije Portal.
According to the regulation, the register represents an electronic module within the Register of Administrative Procedures and enables the linking of data with the Legal Information System, the electronic payment system, the Treasury Administration and the National Single Window for Foreign Trade.
The system will contain data on all republican, provincial and local fees and charges, as well as other non-tax revenues prescribed by state authorities and public entities with delegated powers. In addition, users will have access to analytical tools for reporting and reviewing revenues by regulations, statuses and other criteria.
The register will be organized by individual regulations, and access will be regulated through user roles: super administrator, administrator of an individual register and authorized person for data entry.
All data on non-tax revenues, including data for calculation and payment slips, will be available in the system, which is expected to significantly simplify processes and increase transparency.
